Corus International is seeking a Director, Global Security to join its International Programs and Operations Department. This position can be based in Washington, DC or Baltimore, Maryland, or be fully remote if located outside the DC, MD, VA areas.

The Director, Global Security is a member of the safety and security team for Corus International's worldwide operations. S/he is responsible for managing, leading, and ensuring the safety and security of teams operating in countries in which Corus International is implementing programs.

The Director, Global Security serves as the dedicated security person for the USAID-funded MOMENTUM Integrated Health Resilience (MIHR) project. MIHR is designed to strengthen quality maternal, newborn, and child health, voluntary family planning and reproductive health (MNCH/FP/RH) service delivery in fragile settings. Current countries in which MIHR is operational are Niger, Burkina Faso, Mali, Democratic Republic of Congo, Tanzania, South Sudan, Sudan, and Yemen, with additional countries that may be added throughout the lifecycle of the MIHR project. Some of these settings experience significant and complex security risks due to conflict, political and civil unrest, militant attacks, crimes and climate and health-related outbreaks and emergencies.

The Director, Global Security ensures project teams in the U.S. and in implementing countries are prepared for and responsive to security incidents in alignment with donor and Corus requirements; identifies and disseminates relevant and timely information sources about the security situation in countries; provides subject matter expertise and leadership to coordinate and guide country-level Security Officers, and leads incident management for serious incidents that require intervention beyond the country team. In addition, this role will also support other Corus programs and countries in coordination with the Senior Director for Global Security.

Key Result Areas (KRAs): The success of this role is measured by the following KRAs:

  • Strategies, policies, and systems are developed and implemented that mitigate security risks and respond rapidly and appropriately to incidents.
  • MIHR activities integrate expert, up-to-date, and responsive safety, and security measures.
  • Country teams receive high quality capacity strengthening, guidance, backstopping and direct services to ensure the safety and security of staff and assets.

Responsibilities:

Coordination and Collaboration

  • Lead the development and implementation of harmonized safety and security protocols with MIHR consortium partner security directors such that each agency consistently delivers high quality duty of care to all MIHR team members, regardless of which consortium agency is their employer.
  • Manage (through indirect technical supervision) MIHR security officers and other relevant country staff to assess and mitigate risks to staff and assets, to ensure staff are trained in and follow agency security procedures, and to track and respond to security incidents affecting project staff or assets as they arise.
  • Direct MIHR leadership in each implementing country on how to coordinate with USAID mission's security officers in project countries, UN, and other in-country security platforms.
  • Organize and prioritize critical issues and required information for the MIHR Deputy Project Director and Senior Director for Global Security to facilitate efficient decision making.

Risk Assessment and Security Planning

  • Implement or supervise on-site security assessments of offices and other premises, including assessments of physical security measures, visitor control, use of guards, travel security, vehicle security, and assessments of staff knowledge and compliance with security policies and procedures.
  • Coordinate with country teams to implement improvements as necessary including identification and contracting of purchased guard services, improvements to physical infrastructure, etc.
  • Ensure that all MIHR programs have up-to-date country security management plans that align with the lead agency's requirements and that ensure the highest quality duty of care.
  • Conduct field visits (as needed) to country programs.
  • Manage and oversee international travel tracking systems for HQ MIHR staff.
  • Conduct pre-travel security briefings for the staff or visitors for international travelers to MIHR countries.
  • Ensure all MIHR employees access relevant onboarding and training related to safety and security, including internal trainings and external opportunities such as HEAT (hostile environment awareness training).

Incident Tracking and Response

  • Develop and follow a systematic approach to monitoring security threats and incidents that affect staff or assets across the vastly different and complex operating environments in MIHR countries, tapping into formal and informal information channels.
  • Provide technical expertise to country leadership to respond to incidents in a timely and effective manner.
  • Rapidly mobilize and lead the HQ response to serious or complex incidents, communicating with and directing relevant MIHR and Corus senior managers to implement appropriate actions.
  • Track security threats and incidents (including any vehicle accidents) that affect program staff or assets and ensure incident reports or vehicle accident reports are submitted to appropriate channels.

Safety and Security Systems and Policies

  • Maintain and update, as needed, MIHR Global Security Plan and guide, and provide security briefs or updates to USAID Global Health/Washington DC, and USAID Missions, Regional Security Offices (RSOs) as needed.
  • In Coordination with MIHR Country Support Lead and country support PM/MCs provide support to all MIHR country teams to develop/update MIHR Annual Business Continuity Plans for each country ensuring safety and security of staff and assets.
  • Leading coordination with MIHR consortium partners security focal point, US based and in-countries.
  • As a member of MIHR Senior Management Team (SMT) provide expert input into strategic decisions and key planning activities of the MIHR leadership regarding safety and security in current and potential implementation countries.
  • Ensure MIHR staff employed by Corus, or its family entities are fully oriented and comply with relevant Corus safety and security systems and policies.
  • Contribute to Corus's agency-wide safety and security strategic planning, decisions, and actions.
  • Backstop the Senior Director for Global Security as needed.

Education & Experience:

  • Bachelor's degree in security studies, International Relations, International Development, or another relevant field and a minimum of eight years of relevant work experience including prior experience with international NGOs.
  • In lieu of a Bachelor's degree, a minimum of 16 years related work experience needed.
  • Record of completion of relevant safety and security-related trainings (e.g. Hostile Environment Awareness Training, Crisis Management Training, or similar workshops or certificate courses on safety and security)
  • Experience living and working in fragile settings and developing countries is desired.
  • Experience in incident reporting, incident mapping, intelligence collation, and analysis functions; setup and execution of an incident tracking systems; and implementation of communications protocols for incident reporting.
  • Experience with crisis management.
  • Demonstrated network among established non-governmental security coordinating bodies a plus.

Knowledge, Skills and Abilities

  • Excellent judgement in decision-making and advisory roles related to duty of care, including demonstrated ability to be decisive and take charge while balancing sensitivity for staff care in times of crisis.
  • Flexibility to work within an ambiguous, fast-moving environment; and demonstrated resourcefulness in setting priorities and guiding people.
  • High level of inter-personal, teamwork, and cross-cultural skills, including experience working with professional and support staff in a multicultural, multi-linguistic environment.
  • Ability to mobilize and coordinate rapid and critical actions among colleagues at different levels.
  • Ability to work with a high level of independence, using own initiative and decision-making to delivering high results on time.
  • Ability to interact and influence all levels within the organization, particularly leadership.
  • Excellent writing and communications skills, advanced level fluency in English (writing and speaking).
  • Advanced proficiency (verbal and written) in French, Spanish, or Arabic a plus.
  • Proficiency in Microsoft 365 applications including Word, Excel, PowerPoint, and SharePoint.
  • Ability to travel approximately 20% annually.

Working Conditions, Travel and Environment

  • Corus has a hybrid work policy, allowing work to be done remotely; 2-3 days/week minimum in the office is required. The employee must be available to work outside normal office hours or on the weekends as required.
  • This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
