Occupational Summary


Working Title: Director, Facilities and Infrastructure, Student Affairs


The Director, Facilities and Infrastructure is responsible for planning, directing and implementing activities which ensure the Division of Student Affairs’ total approach to its physical resources is well planned, successfully implemented and sustained. This includes responsibility for Division capital planning, renovation/construction related project management, capital and facilities project prioritization, and all residential hall space planning.


Work Performed

Maintain awareness of innovations in energy efficiency, sustainable design and business practices which impact student housing and living space, campus efficiency, and external perceptions of the university; develop and implement strategic and operational plans for Division physical space in accordance with overall University and Division design philosophy and priorities.

Identify need for, scope, prioritize, and develop capital plans for physical space renovation/construction projects for all residence hall physical space. Provide leadership and consultation for, and oversee capital plans for physical space renovations/construction in all other spaces of the Division of Student Affairs.

Develop, implement, and project manage renovation and construction project plans to accomplish stated goals within budget and timeline, while balancing needs of stakeholders and constituent groups within and external to the university. Includes capital projects, as well as non-capital projects and unplanned/as-needed projects.

Initiate, coordinate and evaluate cost estimates for renovation and construction projects; monitor project budgets and work toward completion; participate in final inspections to ensure compliance with approved specifications.

Resolve special construction problems and assist managers in determining priorities for changes during construction or renovation; monitor risk management including infectious disease factors related to renovation and construction projects.

Coordinate and facilitate multidisciplinary meetings to prepare user groups for renovations, construction and/or occupancy of space.

Assess and assign space according to prioritized utilization; negotiate usage of space, trading of space and coordination of related resources as appropriate.

Coordinate mechanical shutdowns; assess impact to facility and users to minimize risks and disruptions.

Maintain liaison with consulting engineers, architects, contractors, and other departments to obtain and relay information concerning cost and status of renovation projects.

Represent Departmental Administration regarding facility and space planning projects; advise senior leadership regarding construction and renovation projects; prepare special analyses and reports related to long-range planning.

Monitor funding impacts and ensure appropriate charges for space occupied; monitor and update plant accounting information and database regarding space.

Assist with developing a high performing operations team that sets and achieves services quality performance goals, objectives and policies in support of the HRL-FPO, Division of Student Affairs, and Duke University mission.

Assist with building a strong working relationship with collective bargaining unit Local 465 leadership and staff to ensure no interruptions of services. In conjunction with HR, participate in grievance resolution and jurisdictional interpretations as it relates to capital and deferred-maintenance projects.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level


Education/Training:

Work requires knowledge of construction and renovation project finances and technical administration generally acquired through completion of a bachelor's degree in Engineering or a related field.


Experience:

Work requires a minimum of five years experience.
