Your Role

The Enterprise Architecture and Health Innovation team owns and represents and documents specific large enterprise level technical directions. The Director, Technology and Data Architecture leader will report to the VP of Enterprise Architecture and Health Innovation. In this role you will be responsible for establishing the strategy, vision, and roadmap for the technology platform of the Blue Shield of California. Your Work

In this role, you will:

  • Carry a comprehensive understanding of cloud and data technologies, legacy to help create a strategic architecture roadmap that addresses innovations, upgrades, and path for modernization.
  • Define a technology and data architectural strategy that supports the short, medium and long-term business objectives
  • Create a technology and data roadmap for current state and future state that is consistent with the overall IT roadmap and strategy and the enterprise strategy
  • Serve as the single point of coordination and accountability for all decisions and engagements associated with the technical and data architecture.
  • Develop, implement, and own technology standards for the enterprise.
  • Execute architecture strategies and program operating model to ensure the optimal architecture governance, processes, framework, and deliverables.
  • Stay informed on business and IT vision, strategy, and priorities and their impact to architecture. Stays current on new and emerging technologies and translates these into impact and technology direction for BSC.
  • Provide specific requirements and needs for projects, initiatives, and ongoing production systems.
  • Responsible for facilitating and enforcing technical architecture and standards governance across multiple projects and initiatives. Responsibilities include ensuring that the right design reviews are done prior to build, and escalation paths are followed where appropriate.
  • Validate project technical design against scalability, extensibility, and adaptability best
  • Provide options and alternatives with associated cost-benefit analysis, risks, and recommendations for issues and problems.
  • Provide oversight to projects relating to the implementation and continuing renewal of technology architecture frameworks, tools, and platforms
  • Coordinate with other architectural disciplines to: Establish and communicate standards, establish the BSC technical architectural roadmap, evaluate and recommend technologies and tools, platforms, and vendors, review project technical designs, ensure re-usability of components developed on projects across the enterprise, enforce use of standards, and designs using the governance framework.
  • Provide due diligence and selection of technologies
  • Provide direction to Senior Architects, Architects, and technical leads
  • Delegate project-level activities to Senior Architects

QUALIFICATIONS
Your Knowledge and Experience

  • 15+ years of system implementation experience in a large IT organization
  • 5+ years of direct experience as an Enterprise level Architect, preferably as a Technical Architect
  • Experience with modern cloud and data architectures including Azure, Google Cloud Platform, Salesforce, and Snowflake or similar industry capabilities.
  • Experience with multiple SDLC methodologies and demonstrated proficiency in understanding SDLC methodologies
  • Experience in large distributed systems across multiple platforms
  • Strong understanding of digital/mobile technologies and platforms including digital employee experience
  • Strong understanding of Data management tools like Reltio, Informatica, Denodo etc.
  • Strong knowledge of API Management, Batch and Streaming Integration, Advanced Analytics, CI/CD and data visualization technologies
  • Familiarity with programing and scripting Languages like Python, Java, PowerShell, Terraform
  • Good understanding of virtualization technologies and implementations
  • Demonstrated leadership in achieving shared objectives in a matrixed organization, coordinating projects and services across business and organizational boundaries, and building effective cross-functional teams
  • Effective communicator with a strong customer service orientation; ability to communicate effectively across multiple levels, and lead and influence senior professionals.
  • Proven experience in executing complex releases or programs involving multiple disciplines with agile methodology
  • Experience in cloud native infrastructure architecture – software defined network architecture, containerization, DR, FinOps, Observability and security

Preferred Experience:

  • Healthcare or large service provider experience
  • Experience in large cloud application and data migration and modernization
  • MS in Computer Science or Engineering with at least 15 years of relevant IT experience
  • Exposure to Health Care Payer Systems such as Facets, Provider Information Management Systems (PIMS), Salesforce Health Cloud, Microsoft cloud for healthcare, Epic, etc
  • Experience in security architecture with IAM, application and data protection, Threat and Event detection

Education/Credentials:

  • BS in Computer Science or Engineering with at least 15 years of relevant IT experience. BS or BA in other disciplines is acceptable, supplemented with adequate relevant experience.
  • MS in Computer Science or Engineering with at least 15 years of relevant IT experience

Pay Range:

The pay range for this role is: $ 167200.00 to $ 250800.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.

Physical Requirements:

Office Environment - roles involving part to full time schedule in Office Environment. Due to the current public health emergency in California, Blue Shield employees are almost all working remotely. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
