Job Description Summary

This position is funded by categorical funds, and employment is subject to those funds being available.
Under the supervision of the Executive Dean, Academic Affairs and Newark Center, the Director, Career Education Programs and Services plans and implements strategic improvements to Career Education programs and services, works collaboratively with faculty, academic leadership, and student services leadership to ensure the College has high quality programs that prepare students for living-wage jobs. It also oversees the College’s implementation of the Strong Workforce Initiative and the Title 1-C Perkins fund. Managing annual budgets of over two (2) million dollars of state and federal funding dedicated to improving career education. Supervise employees in assigned area, including classified staff. students, and professional experts.

Essential Duties
ESSENTIAL DUTIES :
  • Facilitates and leads collaborative efforts between faculty, Academic Deans, and other Administrators to articulate and implement a strategic vision for Career Education program and services;
  • Plans and manages the Title 1-C Perkins Categorical funds. Including monitoring funding policies, terms. and conditions; plans strategic use of funds: works with faculty to ensure appropriate use of funding; and tracks and reports expenditures;
  • Monitor compliance for appropriate utilization of Local and Regional Strong Workforce funds and approve and track expenditures and encumbrances;
  • Attend department meetings, program advisory meetings, regional advisory meetings, and other relevant meetings and serves on related committees in support of the Career Education programs and services;
  • Research and analyze regional industry need and labor market information and economic and workforce development trends. Assess labor market data supplied by Center of Excellence. Launch Board and other California Community College Chancellor’s Office (CCCCO) data sources; work with appropriate deans to prepare plans to address current and projected supply gaps for “middle skills” and high demand jobs;
  • Collaborate with Student Services and College Advancement departments to plan marketing and outreach efforts to recruit students into the College’s CE programs;
  • Facilitates coordination and alignment of CE programs with K-12 and Regional Occupational Programs, Adult Education Programs, and other regional college programs identified in the Strong Workforce plan;
  • Manages the operational efforts of the Strong Workforce Initiative;
  • Act as a liaison with regional community colleges. K-12 partners, Bay Area Community College Conso1tium (BACCC), industry partners. and local and regional workforce agencies to facilitate planning efforts;
  • Develop and disseminate knowledge of best practices and successful program models in CE and adult education workforce development, and career technical education pedagogy, as well as curriculum and program development methods;
  • Demonstrate cultural sensitivity while engaging with a diverse academic, socioeconomic, cultural, and ethnic backgrounds of faculty, staff, and students with physical and learning disabilities;
  • Perform other related duties as assigned.

Education and Experience
MINIMUM QUALIFICATIONS :
  • Master’s degree from an accredited college or university; AND
  • Approximately two (2) years of increasingly responsible experience as an administrator, manager, or other leadership position; AND
  • Experience working with workforce and industry partners, K-12 partners, Adult Ed, or community organizations.
