The Division of Human Resources is responsible for strategic and tactical human capital management within DHHS including compliance with all federal and state rules and regulations affecting employee relations, recruitment/ selection, job evaluation, salary administration, benefits, workers' compensation, safety, and core staff development.

The position serves as a part of the Division of Human Resources Executive Leadership Team. This position is responsible for assisting in the development of the HR strategic and tactical HR planning, project management related to special agency and state human resources initiatives, policy development/coordination for human resources, and the technical support on special projects.

Job Responsibilities:

  • Support the HR Director in strategic and tactical planning
  • Continually assess assigned HR operations to address present and future department business needs either through direction from state executives or DHHS management, and/or by anticipating, initiating and planning human resource solutions to agency needs
  • Develop and facilitate projects and plans to address a myriad of operational needs ranging in scope from revising HR procedures and practices to affecting HR service delivery for the department
  • Initiate process improvement/business projects for HR programs
  • Plan, organize, evaluate and direct the work of the assigned local HR offices
  • Ensure compliance with relevant state, federal and department policies
  • Initiate, develop, facilitate and plan annual and multi-year projects to address business operations, customer service, continuity of services, process improvements, reporting, and responding to specific project and operational needs of the assigned customer groups

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

  • Demonstrated experience managing complex projects
  • Proven ability to manage, direct, and supervise a diverse team of HR professionals
  • Proven ability to establish and maintain effective working relationships with directors and managers
  • Proficiency and accuracy in the interpretation and application of various federal and state laws pertaining to employment
  • Demonstrated ability to manage shifting priorities and demands, and to work under stressful situations in a high-volume environment

Management Preference:

  • At least three years of supervisory and administrative personnel experience.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources, including 3 years of experience in an HR leadership position;
OR
An equivalent combination of education and experience.

Pay: $80,011.00 - $156,021.00 per year
