What We Do
The Community Development Department's Rent Stabilization Division administers and enforces the City's Rent Stabilization Ordinance (RSO) which includes all multifamily rental properties. Some of the typical RSO duties may include advising renters and housing providers of their rights and responsibilities under the RSO, accepting rent appeals, maintaining records and the registration database, providing information on amendments to the RSO, referring tenants and landlords to outside services, such as free mediation, assisting with registration system support, and more.

What We Are Looking For
The City of Beverly Hills is seeking an outstanding Customer Service Representative with exceptional communication and computer skills to perform a variety of high profile customer service. Additionally, the Customer Service Representative may be responsible for cross-training peers, and therefore should possess strong collaboration skills. In addition to being detail oriented and possessing a positive attitude, the ideal candidate should be innovative, forward-thinking, and looking for ways to improve processes, and increase efficiencies. This position will report to the Deputy Director of Rent Stabilization.

Work Hours: Incumbents in this position may be expected to work up to 40 hours per week.

Disaster Service Workers
All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Major Duties

Performs a wide variety of public assistance and public information activities at a public service counter, on the telephone, or via e-mail or online systems, prepares, issues and collects fees on various applications; licenses, permits, bonds, and utility billings and performs a variety of general clerical activities related to billing, permits, cashiering and record keeping functions.

BUILDING AND SAFETY DEPARTMENT

  • Issues construction permits:
  • Interviews applicant;
  • Verifies current address and licenses;
  • Calculates and collects appropriate fees;
  • Prepares permits;
  • Distributes receipt and permit.
  • Inputs permit data into computer system.
  • Answers telephone and assists callers with application and permit questions and concerns.
  • Assists the general public and contractors with permit questions and research and with use of microfilm readers.
  • Researches, reviews and copies various permits as required.
  • Processes cash bonds, deposits fee, and enters required information into computer system.
  • Prepares various reports for departmental use.
  • Balances daily receipts of monies and prepares revenue summary sheets.
  • Maintains microfilm-filing system.
  • Maintain system of all contractors with permits within the City of Beverly Hills.
  • Performs other related duties as assigned.

FINANCE DEPARTMENT

  • Provides assistance to customers, resolves problems and trains co-workers.
  • Collects payments from customers over the counter for utility bills, business tax, permits, assessments, service fees and special taxes.
  • Processes payments for City services, using computer terminal to enter, log and retrieve pertinent information.
  • Balances daily receipts of monies received and prepares revenue summary sheets.
  • Prepares and processes billings for special services as assigned.
  • Answers inquiries and complaints regarding permits, billings, charges and utility services at public counter or over the telephone.
  • Researches payment history and records of billings, payment and water consumption.
  • Prepares forms to be used to correct, add or adjust billings.
  • Receives and processes applications for service actions such as water turn-off or turn-on.
  • Distributes data processing journal and registers as assigned.
  • Researches permits, which are outstanding to determine reason for status.
  • Conducts account receivable as well as control and account verification of an accounting system.
  • Prepares billings and related correspondence for accounts receivable (ambulance service, parking service, day care service) and commercial and residential refuse collection accounts.
  • Operates cash register and related office equipment in receiving and processing license, permits, utility bills and other City fund payments and prepares daily cash balance.
  • Performs other related duties as assigned.

PUBLIC WORKS DEPARTMENT

  • Performs general clerical activities related to fee collection, billing, cashiering and record keeping for Public Works Department functions
  • Responds to inquiries and provides information on water and wastewater related issues including temporary water shut-offs, possible water leaks, water conservation initiatives, sewer overflows, lost items in catch basins and other general information
  • Provides respond requests related to the commercial solid waste program including scheduling changes in service, extra pickups, and other general information
  • Provides respond requests related to the residential solid waste program including scheduling bulky item pick-ups, extra pickups, and other general information
  • Responds to inquiries and information received regarding traffic signals and street light issues, potholes, missing street signs, and sidewalk issues by creating work orders and sending to the appropriate staff to address
  • Responds to inquiries and information received related to parking operations, including providing facility locations, hours of operation, parking rates, meter issues, etc. and directing issues to the appropriate staff to address; Notifies Parking Meter staff of issues related to inoperable or malfunctioning parking meters
  • Responds to inquiries and information received regarding trees that need to be trimmed or downed trees, creates work orders and sends to the appropriate staff to address
  • Responds to inquiries and information received regarding issues with City park conditions and potential hazards, creates work orders and sends to the appropriate staff to address
  • Receives information regarding issues with City facilities, creates work orders and sends to the appropriate staff to address
  • Provides customers with general information about the City and the Public Works Department including special events and projects and directs customers to the appropriate staff to address concerns or additional requests for information
  • Directs customers to the appropriate staff within Public Works to address complex issues or to the appropriate City staff to address issues outside of the Public Works Department's control
  • Provides customers with copies of reports and updates on department projects, when appropriate
  • Enters, maintains and updates records, including tracking data related to performance indicators; compiles various reports and records for departmental use
  • Prepares various reports for departmental use
  • Maintains filing system relates to Customer Service
  • Performs other related duties as assigned

Minimum Qualifications

  • High School diploma or equivalent and three years' experience in customer service contact work, and one year of recent experience in performing clerical duties and data entry work, or any equivalent combination of education and experience.

Knowledge, Skills & Abilities

  • Skill in operating a typewriter, calculator, desktop computer (including Microsoft Office software), cash register, and other office machines
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to understand and perform written and verbal instructions and apply the fundamental principles of accounting related policies and procedures.
  • Ability to reconcile differences within the accounting record keeping system.
  • Ability to maintain difficult and complex financial or statistical data and records.
  • Ability to prepare manual and computerized financial reports as well as maintain ledgers and journals.
  • Ability to establish and maintain effective working relationships with supervisors, fellow employees and the public.
  • Ability to respond to inquiries from the public in a tactful manner.
  • Ability to deal with a variety of people in confrontational situations.
  • Ability to exercise good judgment, tact and discretion in problem situations.
  • Ability to make independent judgments and sound decisions with the parameters of standard policies and procedures.
