Summary of Duties: Under general supervision, performs a wide variety of tasks in the Covenant Administration Department as part of the public contact that performs a variety of technical and clerical administrative duties required. These duties included but are not limited to, responding to inquiries related to covenants, reviewing property improvement applications, preparation for evening meetings, process permits and receipts, collecting fees and maintaining accurate computer records. Will routinely answer questions regarding covenant enforcement, Standards requirements, attend Development Standards Committee meetings twice a month in the evenings and do related work as required.


Essential Duties and Responsibilities:

  • Provide correspondence, in an attempt to resolve inspection and enforcement problems, with owners and their agents (inspectors & contractors);
  • Provide support to Township 311 system (online residential concerns).
  • Research and collect responses for OPEN RECORDS request.
  • Maintain files, prepare notices and routine correspondence.
  • Provide information related to project completion; and obtaining required inspections.
  • Receive, review and process complaints regarding compliance with covenants.
  • Investigate and respond to a variety of inquiries, complaints and request for services.
  • Prepare meeting agenda for the Development Standards Committee.
  • Assist in preparation of reports and compliance requirements.
  • Provide primary administrative support to Property Compliance Manager including but not limited to Commercial Properties and Legal Enforcement.
  • Assist in reviewing applications for submittal to assure application and technically complete prior to acceptance, including all required exhibits and fees.
  • Generate statistical and informational reports by assimilating data from multiple sources.
  • Provide preliminary assistance and review of the Standards, Covenants and Building Code compliance.
  • Provide preliminary technical information regarding the Standards, Covenants and compliance methods.
  • Compose reports and correspondence providing standard, covenant and code information.
  • Work independently with Covenant Administrative Staff.
  • Provide administrative support to the Covenant Administration Application Counter.
  • Provide administrative support to the Property Revitalization Program.
  • Gather, organize and summarize a variety of data and information. Maintains and updates computer files and databases.
  • Process applications and distribute permits to property owners, third party inspectors and their agents.
  • Have knowledge and understanding of the Covenants and Standards for each of the Associations in order to properly assess and respond to complaints, requests for improvement and information.
  • Perform site inspections and assist with complaints and applications for improvement regarding the residential areas within The Woodlands.
  • Coordinate process for sending notices of non-compliance for compliance inspections within established time frames.
  • Maintain files, prepare notices and routine correspondence and report preparation.
  • Provide a high level of customer service to department customers by answering phones and providing information on procedures related to applications, required submittals, deed restrictions and compliance with the standards.
  • Independently perform office support duties for the Township Villages; maintain files, route incoming and outgoing phone calls, make copies, send faxes, printing and other miscellaneous administrative support activities.
  • Performs other duties as assigned.

Education:

  • High school diploma or general education degree (GED).

Experience:

  • Over one year up to and including three years related experience and/or training; or equivalent combination of education and experience.
  • Knowledge of Database software; Spreadsheet software and Word Processing software.
  • Microsoft Office proficient.
  • Must be able to obtain certification in open meetings under the Attorney General's Public Information Act.
