The Department of Family and Protective Services (DFPS) seeks highly qualified candidates to fill the Manager V position in the Contract Oversight and Support (COS) division in the role of the Policy and Training Manager.

The COS Division is charged with building and maintaining contracting infrastructure to support informed processes and activities that safeguard against unethical behaviors, mitigation of contracting risks, and focused on integrity and compliance through analyzing and strengthening agency and contractor internal controls through effective implementation strategies.

The Manager V position oversees development and implementation of special projects, analyses, and workgroups to implement new program initiatives and procedures, and to evaluate the effectiveness of program functions, processes and leads contract oversight related legislative analysis and implementation of new and amended statute, law, and regulatory requirements. This position serves a critical role in working with executive leadership; management-level staff; agency-wide contract managers; and provides leadership, management, and vision to the Policy and Training team. This position is responsible for the agency’s contract policy and training program, which includes policy strategy and analysis; training development and management; implementation of agency-wide contracting initiatives; and communication guidance and change management to those affected.

This position oversees staff’s performance and outputs through planning and scheduling; project management; establishing priorities, assignments, and delivery timeframes; and directly supervises staff. This position manages a team of remote workers. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:
Hires, manages, and develops staff, and recommends appropriate personnel actions to foster a fair, honest, and equitable work environment. Provides direct reports with work assignments, clear direction, and information on responsibilities and work performance expectations. Provides leadership, direction, and support for continuous process improvements, development and implementation of the division's goals, guidelines, policies and procedures to ensure compliance with procurement and contracting laws, rules, and policies. Defines the division's scope, documents its processes, systems, and controls, and determines the effectiveness of its policies, procedures, trainings, and contracting initiatives. Leads employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning. Leads employees to meet the organization's expectations for productivity, quality, and goal accomplishment through team members who work in a remote work environment. Identifies and develops recommendations for improvement to management. Provides oversight and guidance to ensure team deliverables are completed to meet intended objectives within established timelines and all related tasks and milestones are achieved. (25%)

Implements strategies to oversee the planning, development, and improvement of contracting policies and procedures in the agency's web-based Contracting Handbook; including analysis of federal, state, and Health and Human Services (HHS) procurement requirements, audit findings, contracting trends and best practices, and opportunities to optomize contract management activities. Oversees implementation of legislation. Guides informed judgements and decision-making for effectiveness and applicability, and evaluates compliance with agency, division, and department policies and procedures. Facilitates the vetting process to update policies and rules, and leads development of change management and communication strategies related updates. Oversees the development of written notices and broadcasts regarding publications, updates, and releases. Oversees communications and materials involving the development and publication of policies, requirements, and processes that meet agency and divisional expectations. Utilizes expert operational skills and knowledge to identify policy, process and rules and procedural gaps and inconsistencies. Assesses and makes recommendations for necessary policy updates and training opportunities. Identifies program issues and trends and manages the development and implementation of process improvements. (25%)

Oversees the contract training program by performing needs assessments, planning and implementation strategies, and systematic delivery for agency-wide staff to ensure education on contract management expecations and policy. Oversees the development and provision of face-to-face and web-based contract management training, contracting basic skills development, and ad hoc requests. Identifies program risks, issues, and trends to manage the development and implementation of process improvements. Oversees the technical assistance program to provide consistent and sound guideance pertaining to the review and assessment of state and federal laws, regulations and policies affecting policy development, and advises program leadership as appropriate. Provides proactive guidance to stakeholders regarding policy interpretations and division services and functions. Provides technical assistance to ensure coordination, quality, efficiency, and effectiveness of division, policies, and program initiatives. Coordinates data collection activites to anayize risks and address necessary policy clarification and process development. Provides guidance to Executive Leadership, Stakeholders, COS staff, and external organizations, including auditors, regarding contracting policies, procedures and administrative rules. (25%)

Oversees and facilitates implementation of improvement plans with stakeholders to correct identified deficiencies and thoroughly communicate through management, productivity reports, and strategic workplans. Serves as a liaison with HHS-PCS, Contracts Legal, Office of Finance and Internal and External Auditors, as required. Provides leadership to develop, review, improve and maintain business operations that support effective program and administrative activities. Facilitate workgroups and frequently communicates with HHS and DFPS contracting leadership and Executive Staff on contracting issues. Develops presentations, reports, research material, communications, and responses to requests for information. Represents COS at meetings, hearings, trials, conferences, and committees as needed. Knowledge Skills Abilities:
Strong blend of government, operations, technology, and leadership experience. Knowledge of the principles of leadership and methods for effectively interacting with various communication styles. Knowledge of local, state, and federal laws, policies, and best practices relating to procurement, contract administration, grant management, and risk management. Knowledge of the Texas Legislative process and a familiarity with legislative tracking systems. Ability to manage relationships with stakeholders including diplomatic resolution of project issues and concerns with a sense of controlled urgency and excellent command of oral and written communications is essential. Knowledge of project and program management disciplines in addition to risk analysis.
Skills in providing leadership, including decision making, trust building, goal setting, conflict management and team development. Ability to mentor, lead project staff, and positively influence those that are not direct reports. Ability to facilitate issues to complete resolution, timely follow-up on issues and accountability, and ownership of performance deficiencies. Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD) is preferred. CTCM certification is required within 18 months of hire date.


Initial Selection Criteria:
Degree from 4-year accredited college. Minimum 5 years of supervisory, management, or leadership experience relevant to organizational operations, contract management, contract oversight, or grant management. Minimum 3 years of experience in development of complex policy, training programs, or project management. Additional experience in procurement preferred. Experience in contract training and contract reporting preferred. Texas Department of Family and Protective Services experience preferred. Certified Texas Contract Manager preferred. Experience in Legislative analysis and implementation preferred.
