The Orange County Sheriff-Coroner Department will be accepting applications
beginning Friday, March 3, 2023 on a continuous basis until the needs of the Department are met. This recruitment may close as early as Friday, March 3, 2023 at 11:59pm.

This recruitment is being held to establish an open eligible list to fill immediate and future vacancies within the Sheriff's Department until the next recruitment Also, this recruitment may be used to fill positions in similar and/or lower classifications.

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.


THE DIVISION

The Coroner Division operates 24 hours a day, 7 days a week. During and upon passing probation, applicant will be required to work or train on any of the 3 shifts, weekends, and/or holidays. All scheduling is based on seniority following completion of probation.

The Coroner Division is an investigative unit responsible for carrying out the statutory duties of the Coroner. Those duties include investigation into the circumstances surrounding all deaths falling within the Coroner's jurisdiction for the purpose of determining the cause, manner and time of death. Performing medico-legal death investigations are conducted county-wide on all homicides, suicides, accidents, suspicious and unexplained deaths. Other duties include establishing the identity of the decedent, notification of the next of kin, safeguarding personal property and completion of mandatory records.

The Division participates in programs aimed at reducing youthful drunk driving and drug use; identifying consumer products causing fatal injury; prevention of domestic violence, drug abuse and elder abuse; and providing education and training for medical, legal and law enforcement professionals. The division also works with non-profit organ and tissue procurement agencies and researchers pursuing advancement of medical science.


THE OPPORTUNITY

Under direct supervision, Coroner Technician Trainees learn to assist pathologists in performing difficult/advanced autopsies using a variety of techniques to preserve medical-legal evidence; work in tandem with the attending pathologists to complete the external/internal autopsy examination using prescribed techniques, and complete intake processing, identify and release bodies; and to do other work as required.

This is the entry and training level of Coroner Technician series. There is no permanent status in this class. Incumbents must successfully complete a 52-week probationary period to qualify for promotion to the Coroner Technician level or be subjected to termination.

MINIMUM QUALIFICATIONS

Knowledge of
  • Physiology, anatomy or pathology, and associated medical terminology
  • Technical procedures and techniques in a hospital unit, medical facility, tissue banks, mortuary, medical laboratory or related type of facility
Ability to
  • Follow detailed oral and written instructions in performing complex medical technical procedures
  • Prepare clear and concise reports and keep accurate records
  • Perform specialized procedures an tests as related to an autopsy setting
  • Operate, and learn technical equipment required to assist pathologists
  • Assists with multiple autopsies
  • Work effectively with dead bodies (varying in levels of decomposition) in an autopsy setting
  • Interact effectively with distraught persons and families of deceased
  • Maintain appropriate cleanliness and decorum in an autopsy facility
Education and Experience
One (1) year of experience which demonstrates possession of the required knowledge and abilities (such occupations as medical technician, medical laboratory technician are examples of experience which may be considered qualifying).

College level education or training which is directly related to the required knowledge and abilities (such as Anatomy, Biology, Mortuary Science, Medical terminology, Pathology, Physiology) may be substituted for required experience on the basis of three (3) semester units for one (1) month of experience.

License/Certification
Possession of a valid California Driver License by date of appointment.

Special Requirement
Passage of comprehensive background investigation to the satisfaction of the Sheriff-Coroner Department.

SPECIAL REQUIREMENTS
Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes completing of a Personal History Form, interview with a background investigator, polygraph test and fingerprinting. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Services N.A.C.E.S.).

Physical and Mental Requirements
Vision acuity to see distances under 20 feet, use both eyes, depth perception, and utilize field equipment. Incumbents must have independent body mobility to stand, walk, bend, twist, squat, grasp (simple, power, precision), reach below and above shoulder; twisting and bending at the waist; continuously extend neck upwards, downwards, or side-to-side during autopsy and the ability to push, pull, grip, grasp and/or lift bodies over 100+ pounds. In addition, incumbents might climb stairs, balance, crouch, kneel, squat, stoop; sit and stand for prolonged periods; use fine manipulation and ability to carry objects weighing up to 25 pounds.

Ability to read, write and comprehend; speak and hear well enough to communicate and take direction, converse in person, telephone and during operation of machinery. Ability to independently reason and analyze data, make decisions, recommendations, reach objective conclusions, deescalate situations in a calm manner, perform routine, complex, and varies tasks. Ability to interact with others in written form; work under stressful conditions, deadlines, and competing priorities.

Environmental and Working Conditions
Standard office environment in a morgue/coroner setting. May be subject to high levels of noise, work indoors with extreme cold, heat, and/or humidity conditions, varying terrain and/or uneven surfaces, heights; work around moving objects, machinery and vehicles. Will be required to drive a county vehicle or use county-approved means of transportation for job-related travel. May be exposed to biological agents, chemical agents, fumes, blood and other bodily fluids, offensive odors, contagious diseases.

INCUMBENT IS REQUIRED TO WEAR PERSONAL PROTECTIVE APPAREL THROUGHOUT AUTOPSY EXAMINATIONS AND MAY THEREFORE ENDURE EXPOSURE TO DIMINISHED AIRFLOW/BREATHING CAPABILITIES AND INCREASED BODY TEMPERATURE.
