Position Information

The purpose of this classification is to conduct inspections of construction projects involving water/sewer infrastructure and road structure to ensure compliance with applicable ordinances, specifications, and approved construction plans.

Job Summary

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Conducts inspections of construction projects involving County roads and water/sewer infrastructure to ensure compliance with applicable codes, standards, and approved construction plans/specifications; conducts end-of-year maintenance inspections on construction sites.

Interprets, explains, and ensures compliance with approved construction plans/specifications and all applicable codes, laws, rules, regulations, specifications, standards, policies and procedures; resolves problems by defining or re-defining specifications for clarity and definition; initiates any actions necessary to correct deviations or violations.

Provides information and technical assistance concerning utility construction requirements; responds to complaints and questions related to projects and work activities; researches and investigates cause of problems; recommends solutions to problems; provides technical assistance and consultation to other departments as needed.

Reviews and interprets construction documents, site drawings, as-built drawings, and specifications; refers to documents/drawings as needed throughout construction projects; approves construction documents upon proper completion of projects.

Attends various meetings as needed; conducts pre-construction meetings with contractors to outline project requirements.

Conducts field inspections of road construction projects; inspects erosion and sediment control systems; inspects pipe work; observes grading and drainage easements; inspects sub-grade; inspects asphalt base, curbs, gutters, and sidewalks; conducts flushing and cleaning of systems upon project completion.

Conducts field inspections of construction of water/sewer infrastructure, including service lines, lift stations, water/wastewater plants, river and wetland crossings, and related equipment/apparatus; conducts visual, mirror, and laser inspections of water/sewer mains and lines; inspects for proper blocking or restraint of water main; inspects cased bores to ensure a straight casing in place for installation of pipe; inspects depth of pipe and distance from curb; performs air pressure tests on sewer lines; performs mandrel tests on sewer lines to determine cylindrical deflection of installed sewer; conducts startup tests on pump stations; conducts shaft-to-shaft alignment procedures; collects water samples to ensure proper disinfection of lines; verifies that test results have been conducted by certified laboratories; calculates amount of water used to flush/fill water mains; conducts water calibrations and surveys; inspects erosion and sediment control systems; locates water mains.

Inspects materials used on construction projects to ensure compliance with established specifications; inspects, measures, and records quantity and quality of materials used on projects.

Identifies areas requiring additional planning/design or areas in non-compliance/deviation from plans/standards; recommends corrective actions, such as changing design of construction or adding erosion control devices; submits documentation of findings to contractors or other individuals; conducts follow-up inspections as needed; issues stop work orders due to non-compliance; posts “hold on certificate of occupancy” forms as appropriate.

Prepares field reports to document inspection findings; prepares condition reports, progress reports, and punch lists; provides appropriate documentation to contractors.

Prepares or completes various forms, reports, correspondence, lists, field reports, inspection lists, final inspection reports, pressure test reports, chlorine/bacteria test reports, pipeline problem reports, water loss reports, stop work notices, punch lists, work orders, permits, vehicle maintenance reports, or other documents.

Receives various forms, reports, correspondence, maintenance reports, job material lists, laboratory reports, photographs, construction plans, as-built drawings, specifications, standards, manuals, directories, publications, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a variety of equipment and tools associated with inspection activities, which may include a utility vehicle, sewer inspection camera, pump, mandrel, air compressor, flow meter, pressure sensor/gauge, level, inclinometer, manhole hook, valve key, probing rod, ladder, testing kits, metallic locator, hammer, pick ax, shovel, hand tools, measuring devices, general office equipment, and calculator.

Communicates with supervisor, employees, other departments, County officials, utility companies, contractors, developers, engineers, consultants, inspectors, property owners, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a comprehensive, current knowledge of applicable ordinances, standards, or other guidelines; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Inspects or reports various conditions on project sites; reports existing road damage and writes work orders for repair by work crews; reports water leaks or illegal hookups to water system; reports structures under construction in sewer easement; checks installation of backflow prevention devices; checks for excess grease flowing into sewer system from restraints.

This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.

Performs general/clerical tasks, which may include retrieving project plans/files, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

Minimum Qualifications

High school diploma or GED; supplemented by three (3) years previous experience and/or training that includes utility installation/construction, water distribution system operations, wastewater collection system operations, site inspection, sediment and erosion control, and construction/site plan interpretation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.

Personal Leave Accrual

Personal leave shall be accrued as follows:

0 – 1 Year - 12 days per year - 3.68 hours per pay period
1 - 4 Years - 20 days per year - 6.16 hours per pay period
5 - 14 Years - 25 days per year - 7.70 hours per pay period
15+Years - 30 days per year - 9.24 hours per pay period

New Year's Day, Martin Luther King Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (2), and Christmas (2).

Medical Insurance
The Forsyth County Board of Commissioners offers employees a choice of two medical plans offered by Aetna and a plan offered by Kaiser Permanente.
  • Aetna Choice POS II - $2000 Individual Deductible (Basic Plan)
  • Aetna Choice POS II - $1000 Individual Deductible (Plus Plan)

Dental Insurance
The Forsyth County Board of Commissioners offers two dental plans from Delta Dental:
  • Base $1,000 Plan
  • Buy-Up $1,500 Plan

Vision Insurance
The vision plan offered by Forsyth County Board of Commissioners is administered by Aetna and will offer office visit copays for exams, as well as copays for lenses, frames, and contacts.

Basic Life & AD&D Insurance
The Forsyth County Board of Commissioners recognizes the importance of basic life insurance for all of its employees. The Board provides term life insurance and accidental death and dismemberment (AD&D) protection for each full-time employee. This is a County-paid benefit.

Disability Insurance – Short Term and Long Term
100% paid by Forsyth County. Eligibility begins date of hire.

Short Term Disability – 60% of weekly earnings to a maximum of $1,000.00 a week. Eligibility begins 14 days after an accident or sickness and has a benefit period of 24 weeks.

Long Term Disability – 60% of monthly earnings to a maximum of $5,000.00 a month. Eligibility begins at 26 weeks to coordinate with the end of Short Term benefits and continues 24 months (Own Occupation).

Additional Life Insurance and AD&D
Rates vary based on amount of coverage selected. Additional life insurance may be purchased for employee, spouse, and children.

Retirement Plan (401K)

Fully vested at five years of employment – 20% graduated vesting annually. Eligible to begin contributions immediately upon hire.

6 mos to 3 yrs – County matches 100% of a max 5% of employee gross contributions

3 yrs to 10 yrs – County contributes 5% of base salary & County matches 100% of a max of 5% of gross employee contributions

Over 10 yrs – County contributes 5% base & County matches 100% of a max of 5% of gross employee contributions & County matches 50% of next 5% of gross employee contributions
