SUMMARY

Under limited supervision, enforces various municipal ordinances and state laws relating to animal welfare and parking codes. Community Service Officer(s) “CSO” are under the direction of the Commander of the Operations Division of the Cañon City Police Department.

ESSENTIAL FUNCTIONS

  • Patrols City streets, alley ways, parking lots and parks of Cañon City looking for violations of the City’s parking ordinances. Issues parking code citations. Maintains knowledge of parking ordinances and laws as well as department and City of Cañon City policies and procedures. Testifies in court as needed regarding parking code matters. Couriers documents between Courts, Police Department, City Hall and District Attorney. Performs related duties as established by law or ordinance or as reasonably directed by the City.
  • Patrols City streets, alley ways and parks of Cañon City looking for dogs at large or other out of place animals, including cats, wildlife and livestock. Evaluate animals for sickness, injury and possible targets. Apprehend animals using catch poles, leashes, cat tongs, traps, and animal control truck. Transports animals of all physical and mental conditions to humane society impound lots, animal hospital, or other locations as required.
  • Enforces City ordinances relating to animals. Writes summons for dogs at large, cruelty to animals, neglecting animals, and unlicensed dogs. Writes incident reports. Mediates neighborhood disputes over animal issues. Provides information to and educates the public concerning the wellbeing of pets and livestock. Removes dead animals when necessary from roadways and private property. Keeps animal control truck clean and disinfects when necessary. Maintains tools and equipment for apprehension. Performs related duties as established by law or ordinance or as reasonably directed by the City.
  • Attends trainings, seminars, and meetings as required.

  • Skilled in use of standard office equipment including personal computer, database applications, printer, fax, copier, shredder, telephone, and calculator.
  • Ability to patrol City of Cañon City looking for parking violations and dogs at large or other animals including livestock.
  • Ability to evaluate animals for sickness and injury.
  • Ability to apprehend dogs and nuisance animals.
  • Ability to set traps for nuisance animals including cats and small wildlife.
  • Skilled in utilizing and maintaining tools and equipment used for apprehension.
  • Ability to enforce ordinances, and writing summons and reports.
  • Skilled in mediating neighborhood disputes over animal issues.
  • Skilled in providing animal care and control information to the public.
  • Ability to remove dead animals.
  • Ability to keep animal control truck clean and disinfected.
  • Ability to communicate in person and in writing.
  • Ability to establish and maintain effective working relationships with City officials, employees, other agencies, and the public.
  • Enforcing ordinances, and writing summons and reports.
  • Mediating disputes over parking issues.
  • Utilizing office equipment, including personal computers, word processing, spreadsheet, and data base applications, calculators, and adding machines.
  • Ability to communicate in person and in writing.
  • Establishing and maintaining effective working relationships with businesses and the public.

EDUCATION/EXPERIENCE

  • Completion of a high school diploma or equivalent.
  • Any acceptable combination of education, training and experience that provides the listed knowledge, abilities and skills may be substituted.

LICENSING/CERTIFICATION REQUIREMENTS

  • Must have and maintain a valid driver’s license.

ENVIRONMENTAL CONDITIONS AND PHYSICAL REQUIREMENTS:

While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, hear, and see, using close, medium range, and distance vision. The employee is regularly required to travel to various locations in and around Cañon City. The employee is regularly required to apprehend and subdue animals. The employee is often required to work with and around standard office equipment. The employee is sometimes required to work in dirty and dusty locations, and in adverse weather conditions. The employee is sometimes required to traverse uneven terrain. The employee is sometimes required to run, reach, grab, bend, stoop, or kneel. The employee is occasionally required to communicate with irate and/or threatening individuals. The employee is occasionally required to lift 50 lbs. The employee is occasionally exposed to hazardous and potentially lethal situations and animals, including exposure to diseases, vicious animals, traffic, and adverse weather conditions.
