The new City Manager will lead a vibrant and dedicated staff while addressing the myriad of challenges that impact local government today. A highly qualified innovative leader who thinks strategically and works collaboratively is being sought by the City Council to serve as the next leader of San Rafael. The City of San Rafael functions under a City Council/City Manager form of government and has an annual budget of $166 million, with 423 FTE’s. City departments include the City Manager’s Office, City Attorney, City Clerk, Administrative Services (Finance/Human Resources), Community Development, Fire, Library and Recreation, Police, Economic Development, and Public Works. The City’s vision is to be a vibrant economic and cultural center reflective of its diversity. THE JOB/THE IDEAL CANDIDATE

The new City Manager will join a well-established and thriving local municipality. The City Manager will create, maintain, and enhance relationships and partnerships within the community and serve as a leader in representing the City of San Rafael on regional challenges and issues, working with other Marin County agencies, special districts, and strategic partners. The City Manager is responsible for carrying out the policy and directions of the Mayor and City Council and supports the Council’s efforts to engage in legislative advocacy on the local, state, and national levels, advocating the City’s interests and increasing the City’s influence as a leader in good government. The City Manager will also provide the City Council with well-supported recommendations, treat all Council members equally, and will be respectful and responsive in implementing Council policy. Under policy direction of the City Council, the City Manger will plan, organize, and provide administrative direction, oversight and coordination for all City functions and activities.


The City Council is looking for a forward-thinking visionary who has the ability to maintain the City’s high level of quality services. Candidates who are innovative and willing to try new ideas as well as those who can collaborate with the City Council to solve problems and accomplish big things are desired. For the 2022/23 Fiscal Year, City Council’s four key policy areas are economic recovery; racial equity; sustainability, climate change & disasters; and housing & homelessness. The ideal candidate must be committed to these key policy areas. The City Council is looking for a candidate who is progressive and understands how to lead, empower, and encourage staff to remain focused on improving service delivery and who will continue to build upon the positive work environment in San Rafael. The next City Manager will need to be successful in balancing local and regional issues with a strong background in economic development and environmental issues.

EMPLOYMENT STANDARDS

  • A Bachelor’s degree in public administration or a related field is required
  • Master’s degree is preferred AND
  • A minimum of 5 years of increasingly responsible experience in executive leadership, preferably at the local level is required.

The salary for the City Manager is competitive and dependent upon experience and qualifications. The City of San Rafael also offers an attractive benefits package including the following:

  • Retirement: The City is a part of the Marin County Employee Retirement Association (MCERA) plan, which offers reciprocity between agencies in CalPERS (this is part of the 37 Act County System);
    • Classic - Tier 1 Employees – 2.7% at 55 (for those hired prior to 7/1/2011)
    • Classic - Tier 2 Employees - 2% @ at 55 formula (for those hired on or after 7/1/2011), average of 3 highest years of compensation
    • PEPRA employees - 2% at 62 formula (hired on or after 1/1/2013 or with 6-month break in service), average of 3 highest years of compensation
  • Health Insurance: Full flex cafeteria plan which can be applied to a health plan or converted to cash (Employee Only - $714.43; Employee+1 - $1,428.85 Employee+Family - $1,857.51; Waive Coverage $714.43
  • Life and Long Term Disability Insurance: $250,000 basic and long-term disability is two-thirds of the salary up to $7,500 per month
  • Dental Insurance: Fully paid for employee plus dependents
  • Vision Insurance: Fully paid for employee plus dependents
  • Deferred Comp (457 Plan): Employee participation is optional
  • 125 Plan: Employee participation is optional
  • Annual Leave: Vacation ranges from 15 to 25 days (depending on years of service), 12 days of Sick Leave, 75 hours of Administrative Leave, 12 Holidays and 1 Floating Holiday.
  • Automobile Allowance: $350 per month or use of a City vehicle.
  • Gym Reimbursement: up to $16.50 per month
