Job Summary
The Georgia College & State University Director of Public Safety/Chief of Police has overall responsibility for directing and overseeing the Public Safety Department and for providing a safe and secure environment for the university community. This includes providing a community oriented policing environment and developing safety programs. The Director/Chief plans, directs, and evaluates all aspects of the integrated police and security operations and ensures the enforcement of all local, state, and federal laws and relevant University policies and procedures. The Director/Chief will work collaboratively with Environmental Health, Safety & Emergency Operations to ensure the campus is prepared for a variety of scenarios that may negatively impact overall campus safety and/or business continuity. It will be imperative that the Director/Chief work collaboratively with all local law enforcement agencies.
Responsibilities
- Ability to establish and maintain a good, effective working relationships with university officials, local outside law enforcement agencies (i.e. Milledgeville Police and Fire Departments, Baldwin County Sheriff's Office, Georgia State Patrol, Georgia Bureau of Investigation and Georgia Military College Police Department), local Emergency Management officials, and other community organizations.
- Oversees the development and delivery of safety education for campus constituents, Residential Life staff and others. Using a community policing framework, works proactively and cooperatively with students and with all other internal and external constituents. Supports the mission of the University by contributing to the programs and services offered by Student Life.
- Works closely with Environmental Health, Safety and Emergency Operations to ensure the campus community is prepared for a variety of scenarios that may negatively impact overall campus safety and/or business continuity.
- Works closely with the Title IX & Student Compliance Coordinator to ensure the campus remains compliant with state, federal, and other regulations including but not limited to the Clery Act.
Strategic Planning -
- Plans, organizes, directs and evaluates all activities of the Public Safety enterprise, ensuring compliance with all laws and local ordinances as well as adherence to University policies and procedures; remains abreast of safety/security and legal issues impacting higher education, and develops systems, tools, programs and procedures to meet changing physical, legal and personnel conditions at the University.
- Develops, implements and monitors the effectiveness of campus safety policies and procedures on an on-going basis. Prepares and submits operational reports on an annual basis. Develops, implements, and assesses a departmental strategic plan that aligns with the University's strategic plan.
Supervision -
- Provides administrative and operational guidance and professional leadership, organization and oversight for a 24-hour/365-days-a-year department of armed staff, to include dispatch function, dispatch staff and the emergency preparedness unit.
- Supervises directly or through subordinate supervisors a staff of law enforcement, dispatchers, clerical personnel, and if appropriate non-armed security staff and/or interns and student workers.
Management -
- Directs various personnel functions including, but not limited to, hiring, performance evaluations, salary recommendations, promotions, transfers, shift scheduling, and vacation schedules of all department staff.
- Develops, monitors, and manages the operating budget for the department.
- Directs and participates as needed with criminal investigations, crime prevention, community relations, special events and security functions.
- Ensures that all members of the department receive regular training in order to maintain appropriate certifications and remain knowledgeable of current trends, techniques and practices within the profession.
Required Qualifications
Educational Requirements
Graduation from an accredited college or university with a Bachelor's Degree in Criminal Justice, Public or Business Administration, or a related field.
Other Required Qualifications
Must possess or be able to possess and maintain Georgia P.O.S.T. certification as a peace officer within one year of employment
Required Experience
Ten (10) or more years of related law enforcement experience that includes five or more years of supervisory/management experience
Five Years Emergency Management Experience
Preferred Qualifications
Knowledge of state and federal requirements specific to law enforcement in a campus environment
Preferred Educational Qualifications
- Master's Degree
- FBI National Academy
- Southern Police Institute
Preferred Experience
Experience as a chief of police
Experience in a higher education campus law enforcement environment

Knowledge, Skills, & Abilities
- Maintain the ability to operate vehicles and all authorized police equipment and devices, and establish policy for the acquisition, installation, testing, operation, and maintenance of technology systems. Ability to use office equipment and computers for Microsoft Office Suite or custom applications.
- Ability to manage and administer the departmental budget and make recommendations that impact resource allocation.
- Ability to develop long-range goals, planning, and operational methodologies; implement decisions in an evolving environment with emerging knowledge and technologies, competing priorities, and changing politics.
- Must have the ability to define, oversee and manage the responsibilities, authority and accountability of all employees, staff/managers/officers, and provide them with regular performance evaluations and general guidance.
- Ability to apply local, state, and federal criminal and traffic laws; conduct investigations and interview witnesses and victims; assess high stress situations and apply appropriate responses; make appropriate determinations on use of force; secure and manage crime scenes. Ability to perform the physical requirements of the job.
SKILLS
- Must be proficient in oral and written communications skills in order to carry out the duties and responsibilities of the Director of Public Safety/Chief of Police and to communicate with employees, university campus constituents, and members of the community.
- Ability to exercise good judgment in evaluating situations and making decisions; ability to be an effective facilitator who can lead critical analysis of existing processes and can assist those involved in formulating recommendations for improvement without alienating others.
- Must come to the position able to demonstrate reputation for honesty, candor, and high ethical conduct.
- Possess the skills to effectively lead, advise, mentor, and train department personnel: determine work procedures, assign duties, maintain harmonious relationships, promote efficiency, effectively respond to disciplinary matters; and develop and administer operational programs.
