    Position Summary

The MaineHealth ACO Chief Medical Officer (CMO) is the clinical leader for the ACO’s value-based care strategies including provider engagement & outreach, quality and utilization reporting, aligned incentives, and clinical strategies to effectively manage the ACO’s attributed patient populations. This position reports directly to the ACO President.

The CMO will direct and participate actively in initiatives to ensure effective communication between the ACO and its provider Participants that improve efficiency in care delivery, patient engagement, provider alignment and coordination of care. They will also participate actively in engagement and communication with leaders across the network. Related activities include identifying opportunities for performance improvement, setting collaborative goals, monitoring outcomes, and sharing best practices. The CMO will also serve as the champion and expert in primary care and specialty care collaboration in efforts to support effectiveness and efficiency. The ACO CMO will participate in payor contract negotiations regarding quality measures and targets and ongoing ACO/payor meetings regarding performance management strategies.

In summary, this role will serve to lead the development of priorities that drive ACO’s performance, focus on provider engagement & alignment, participate in payor engagement, and serve as a leader across the health system for driving success in value-based payment models.

The CMO also

  • Sets the vision for all aspects of ACO care management and care coordination program development, implementation, and evaluation and, in conjunction with the MaineHealth ACO Chief Operating Officer, ensures timely deliverables.
  • Serves as a value-based care “story teller,” using data and clinical experience to help participants in the ACO network and MH system leaders to understand the relevance of value-based care models to their daily work and desired future model of practice.
  • Leads efforts to establish contracting goals regarding HEDIS, Star and other value-based contracting quality metrics and oversees the ACO’s performance in these areas.
  • Participates in efforts to establish meaningful cost and utilization goals for value based agreements as needed
  • Ensures that the ACO maintains or improves quality, reduces clinical variation, and encourages efficient use of resources to drive positive performance in the ACO’s value based agreements by active utilization of population health management tools such as Arcadia.
  • Develops, implements and evaluates the performance improvement priorities for ACO Participants in close conjunction with the ACO COO. This work will include establishing specific goals and objectives, roles of key stakeholders, a communications plan, and defined outcomes with set time lines.
  • Engages and leads ACO Participants in the utilization and understanding of data analytics and reporting to drive success in ACO priorities (eg: ED utilization, EOL, Post-Acute Care, aCDI, AWV). Regularly provides clinical data/information feedback systems for the providers and/or leadership to monitor and continuously improve outcomes.
  • Provides clinical guidance to the data and analytics team to develop reports that will inform priority setting and monitor performance in key domains of value-based care.
  • Preference to have CMO maintain practice of medicine at least part-time.
    Required Minimum Knowledge, Skills, and Abilities (KSAs)
  • MD or DO with Active Maine State license (to be obtained within the first year of employment)
  • Board Certified
  • Masters Degree in Business Administration, Healthcare, and/or Medical Management Preferred
  • Experience with designing effective population health or value based care models and protocols to decrease inappropriate utilization and/or enhance quality of outcomes.
  • Experience successfully managing cost of care and quality and negotiating the terms of cost and quality in value based agreements. Ability to review data and translate opportunities into actionable tactics
  • Experience managing ambulatory referrals and network development is preferred.
  • Five years of healthcare practice and leadership experience preferably involving the ambulatory and inpatient domains.
  • Demonstrated commitment to patient-centered model of care delivery with proven quality management/improvement record
  • Fluency with electronic health records, Epic preferred

  • Success in guiding physicians to greater engagement
  • Demonstrated abilities with strategic planning, budgeting, management and goal setting.
  • Ability to make decisions under pressure.
  • Good sense of humor, wisdom and capabilities to “think out of the box” while collaborating across a broad, diverse group of Participants, health system, payers and community partners.
