Position Summary


This position is a member of the Information Technology department and plans and conducts the analysis, design, testing, documentation, and deployment of new and existing technology to meet City business and operational requirements; provides advanced application software support, systems analysis and diagnostic services to departmental customers, leads IT projects; and works with other IT Department resources, manages and maintains a stable and secure computing environment for assigned applications. This position has a responsibility for assurance and quality control while working with City technology contracts, budgeting, and purchasing processes. While the work of this class requires sound Information Technology technical knowledge and experience, the focus of this position is to serve as the central point of coordination for significant application testing, quality assurance, problem assurance, problem resolution, and change request issues. This position requires demonstrated business analysis capabilities, project management, negotiation skills, and strong critical thinking and communication skills, as well as the ability to integrate ideas and effort of technical and non-technical team members to achieve expected results.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:
  • Understand and maintain at least one of the city’s major software applications, as assigned, which may include Enterprise Content Management, Financial Management (including Payroll and HCIM), Land Management, Work Order, Web Content Management (Intranet and Internet), agenda management, and/or Police CAD/RMS Systems.
  • Conduct escalation management ensuring that unresolved issues do not linger and all issues are promptly addressed; bring order, structure and focused management attention to the customer’s problems in order to gain complete customer satisfaction.
  • Analyze business requirements and recommend/implement software changes/upgrades and/or process improvements to maximize efficiency.
  • Prepare cost/benefit analyses for project proposals.
  • Analyze workflow and work with other professionals in the IT Department to integrate information and procedures to optimize the effectiveness of assigned applications.
  • Evaluate system reports and develop cost-effective recommendations to improve service delivery and system reliability.
  • Assist in strategic and tactical disaster recovery scenario creation and testing.
  • Provide project management leadership using IT Department and appropriate Project Management Institute standards and procedures.
  • Conduct workflow workshops and facilitate process improvement.
  • Develop project work plans and schedules; monitor project resources including staff time, vendor work and finances.
  • Provide support, training and problem analysis for software applications.
  • Give presentations to peers, managers, vendors and City Council members.
  • Prepare technical specification documents for RFQs and RFPs.
  • Analyze submitted proposals from RFQs/RFPs.
  • Utilize IT Department standard programming languages or report writers to create custom modules that interface with existing or incoming systems or perform specialized unique processes.
  • Assist in the preparation and monitoring of department budget, purchasing activity and yearly revenue projections; recommend expenditure requests; monitor and oversee contracts, budgets and other financial information.
  • Perform other duties and responsibilities as assigned.

Minimum and Preferred Requirements

Experience:
  • Three (3) years of experience in business and systems analysis and at least one year of project management experience is required.
  • Three (3) years experience in the installation of new automated technology, including both hardware and software systems; maintaining, troubleshooting and resolving highly technical computer systems; and programming and analysis experience is required.
Training:
  • Bachelor's Degree in Computer Science, Information Technology, Network Administration or a related field, or any combination of education and experience that provides equivalent knowledge, skills, and abilities is required.
License or Certificates:
  • Possession of, or ability to obtain, a valid California Driver License with a satisfactory driving record (a driving record may be deemed unsatisfactory for any of the following reasons: three or more moving violations or reportable accident within the last three years; conviction of driving under the influence within the last five years) is required.
  • Possession of, or ability to obtain and maintain a Security Identification Display Area (SIDA) Badge, which is approved through the Federal Transportation Security Agency (TSA) is required.
  • Certification in Network Administration and Software Engineering is preferred.
Special Requirements:
  • Incumbent will be enrolled in the California Department of Motor Vehicle (DMV) Pull Notice Program. The DMV Pull Notice Program provides information on the incumbents driving record and driving record status on a periodic basis to the City.
  • Must successfully complete a pre-employment background investigation and a physical and drug screen.
