DESCRIPTION – Broadband Strategy and Policy Analyst

Michael Baker International is seeking a qualified Broadband Strategy and Policy Analyst to join Michael Baker’s CTS team. This is an opportunity to work within a dynamic and growing industry and with one of the leading broadband mapping, planning, and program management services firm in the nation. Broadband consulting services represents a growing market need across the US. Within the CTS Team, this position will be the vital link to ensure our broadband technology solutions are aligned with client’s goals. Strategy and policy development at Michael Baker occur throughout the whole life cycle of project implementation from kick-off to final delivery. Acting as a client advocate and trusted advisor and supported by our expert technical team and world class software solutions, the Broadband Strategy and Policy Analyst serve as a Broadband subject matter expert, evaluate client needs both for short term improvement and long-term sustainability of their broadband programs, provide guidance and leadership involving best practices for project performance measurements, implementation and deployment, policy impacts and recommendations from local to federal levels, and track applicability and timelines of funding streams.

Role Summary:

Under the direction of the National Broadband Services Director, this role will be responsible for developing broadband strategy solutions for clients and building relationships related to broadband planning and program management. Collaborate with project managers and technical team members to performing client briefings, presentations, analyses, and other forms of communication with clients. Support project managers and customer success managers in executing and/or reviewing data deliverables. Day to day problem solving with both clients and internal program staff on broadband project deliverables with an eye on solutions that are achievable and compliant with state and federal regulations. The role may support developing and securing new customers. Deploy innovative technology solutions alongside our team of software developers, GIS, communications, and graphic arts teams that advance Michael Baker’s broadband and overall CTS offerings.

This role involves substantial leadership opportunities, leading project tasks and working with team members to meet schedules and prepare high-quality deliverables. This role will also have the flexibility to pursue innovative approaches and develop ways to expand our broadband services in ways that fit the successful applicant’s interests and skills. This role and the CTS team as a whole are oriented towards innovative solutions for consulting and technology that can further advance the full suite of services and industry sectors offered by Michael Baker International to positively impact communities nationwide. Growth opportunities to advance into project management or other technical lead positions are amply supported.

Essential Functions:

  • Develop and define best practices related to broadband expansion and digital equity for existing and prospective clients. This may include developing the framework for feasibility studies, strategic roadmaps, and 5-year action plans under the BEAD program.
  • Performing needs assessments, market research and public outreach to gain an understanding of digital access and equity needs in a client’s given geography
  • Engage with clients and prospective clients on-site and virtually to advise them on best practices and MBI’s broadband services
  • Utilize platforms such as conferences, panels, public testimony, and other public events to discuss broadband funding and deployment strategies
  • Be the conduit to identify private sector partners that are a best fit for government clients to develop public-private partnerships or other synergies related to broadband connectivity
  • Develop reports for final delivery and inclusion with broadband studies and roadmap plans
  • Guide the development of educational materials regarding such topics as economic impacts and policy impacts of broadband projects, alongside Michael Baker’s communications and graphic arts team
  • Elevate the profile of Michael Baker’s broadband team by building a strong report with the broadband community and maintain a high profile
  • Support other disciplines that have existing client relationships and leverages those relationships in search of growth opportunities
  • Assist clients to identify funding and procurement options, including those related to ARPA, IIJA, and other regional funding mechanisms
  • Develop client leads and assist team project managers to prepare effective project proposals and contracts in cooperation with project managers
  • Provide support regarding geospatial data and use of Michael Baker’s Connectivity Platform products
  • Ability to travel on-site to meet with clients or prospective clients, estimated 10% of work may include travel
  • Ability to attend occasional evening meetings as needed to suit client schedules or team schedules that cross time zones

Competencies and Skills:

  • Experience in broadband planning. Preference for knowledge of the operational workflows involved in broadband program management.
  • Outstanding written and oral communication skills
  • Ability to translate technical concepts into layman’s terms
  • Ability to coordinate with project stakeholders
  • Ability to work on multiple projects at a given time
  • Organized and capable of leading tasks that must collaborate with multiple team members
  • Ability to maintain task schedules and meet deadlines

Experience Required:

  • 5+ years of broadband planning and/or policy development for community agencies, telecom providers, broadband offices, and/or nonprofits
  • Strong analytical abilities, solid analytical and trouble-shooting skills with the ability to quickly identify and solve client issues
  • Proven leadership experience managing tasks and team members
  • Experience in working with and understanding Broadband technologies and infrastructure
  • Experience in working with and understanding Broadband funding streams and related government policies
  • Computer and software skills (Microsoft Office) to develop reports, guide clients virtually, and develop presentations that are clearly understood

Experience Preferred:

  • 8+ years of broadband planning and/or policy development for community agencies, broadband offices, and/or nonprofits
  • Bachelor’s Degree in Planning, Communications, Public Policy, Business, Geography/GIS, Engineering, Information Management, Computer Science, or relevant field
  • Economic planning and/or grant writing experience is a plus
  • AICP or similar credentials
  • Historical knowledge of federal, statewide, and regional broadband programs is a strong plus.
  • Data visualization and analysis skills are a plus. Some GIS skill, and/or use of Adobe Illustrator or other graphic mapping tools, is beneficial.
  • Interests and experience in current/future applications for broadband and how it may support other sectors that may drive future business development is a plus.

LOCATION : REMOTE, with preference to candidates in New York, Connecticut, South Carolina or Texas.

COMPENSATION: The range for this position is $90,000 to $110,000, depending on the candidate’s individual experience and skillset.
