POSITION TITLE: BILLING SPECIALIST

ADMINISTRATION DEPARTMENT

BILLING DIVISION


PURPOSE OF CLASSIFICATION

The purpose of this classification is to process billing for the Administration Department. This is a multi task position and the employee must be able to perform all essential functions as needed within this classification on a flexible rotating schedule. Position reports to Billing Manager.


ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.


Analyzes and processes work orders from reports; enters comments and adjusts accounts as necessary. Assists in the preparation and mailing of the monthly billing statements.
Processes and mail final bill statements.
Processes monthly penalties.
Updates data on customer accounts as needed.

Works on projects related to maintenance of billing data.

Reviews incoming data for completeness and correctness on all work orders.

Prepares report for monthly total water sold, third-party consumption reports, and prepares or completes other various forms, reports, correspondence or other documents.

Prepares Navy, hydrant, sprinkler and special billings.
Answers the telephone; assists caller or takes messages as appropriate.
Prepares or completes various forms, reports, correspondence, or other documents. Prepares monthly reconciliations for accounts receivables accounts.

Researches billing data and reconciles differences in distribution errors on customers accounts. Processes necessary corrections in accordance with established procedure.

Processes batching and logging of input data and inputs all data entry. Labels source documents for verification and storage.
Receives various forms, reports, correspondence, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, or other software programs.

Communicates with supervisor, employees, other departments, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.


ADDITIONAL FUNCTIONS


Sorts and distributes incoming mail.

Provides assistance to other employees or departments as needed. Files all reports that pertain to billing/collections department.
Performs other related duties as required.


MINIMUM QUALIFICATIONS

High school diploma or GED; supplemented by two (2) years of accounting experience and/or equivalent; 3 years combination of education training and experience which provides knowledge of general accounting skills such as processing adjustments to customers accounts and reconciliations. Must be able to operate/use computer; computer software; standard office machines/equipment; VHF Radio; type 25 words per minute. Must be able to communicate and comprehend the English language.

Includes determining data classification, and in referencing such analysis to make the corrections required to the billing and recognizing the effects. Includes performing subsequent actions in relation to these computational operations.

: Requires the ability to provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations.

: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Mathematical Aptitude
: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions. Recognizing and understanding the appropriate categories to apply when working in the distribution of the ICS system.

Functional Reasoning
: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning
: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of a variety of information against pre-defined duties.


ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements
: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors
: Performance of essential functions may require exposure to adverse environmental conditions, such as temperature extremes.
