Salary Range: $64,480 - $70,458

JOB SUMMARY

Reporting to the Director of Accounting, the Billing Analyst helps maximize the Agency’s cash flow by identifying and resolving systemic and performance based cash flow challenges.

ESSENTIAL FUNCTIONS

  • Reports and forecasts the agency’s cash flow to identify opportunities to more effectively manage the Agency’s collections and uses of cash. Assists the Director of Accounting in monitoring cash flow performance against forecast and targets.
  • Tracks trends of the leading indicators of accounts receivable balances including interim unit rates vs. the actual unit rates, and service units billed but not approved for payment.
  • For contracts with growing or significant backlogs between service units billed and service units approved for payment, works with site management and billing teams to develop and implement plans to reduce the backlogs.
  • Identifies contracts where interim unit rates being paid by the counties are significantly less than actual unit rates. Coordinates internal review of the variances with management to help ensure that revisions to interim rates are successfully negotiated in a timely manner.
  • Monitors payment patterns by county, with emphasis on high dollar volume contracts. Proactively identifies payment gaps and initiates follow-up on payment status.
  • Tracks the status of cost settlements due and potential liabilities for overpayments received. Works with Director of Accounting, Chief Financial Officer and Regional Directors as needed to collect amounts past due and address overpayments.
  • Performs periodic site reviews of billing and collection process to identify opportunities for the development of best practices across sites. Recommends and leads implementation of process changes.
  • Works with the Quality Department, site leadership, and the fiscal department to report and record compliance disallowances, as well as modify any billing processes identified as weaknesses in the review process.
  • Assists sites with training staff in billing processes.
  • Completes other duties as assigned.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Must possess a Bachelors’ degree in Accounting or Finance and a minimum of four years of accounting experience.
  • Must possess excellent written and verbal communication skills in English and excellent listening and problem solving skills.
  • Must have strong knowledge and skills in the use of PC hardware and software for business and fiscal operations.
  • Must have the ability to work effectively across multiple locations and divisions in a collaborative manner.
  • Must have the ability to work collaboratively with a broad range of managers and leaders.

POSITION/PROGRAM REQUIREMENTS

  • Must possess a valid California driver's license, personal automobile insurance and driving record that meets the standards outlined in the Agency's Personnel Policy: Motor Vehicle Operating Standards.
  • Must be physically and mentally fit in accordance with the Agency's Personnel Policy: Physical Fitness Standards and Examinations. Must be willing to complete a Tuberculosis (TB) test, drug screening test and provide proof of COVID-19 vaccination(s) and booster (if eligible).
  • Must be willing to complete a personal background investigation conducted by the State of California.
  • Must be willing to work within a culturally integrated workplace and be willing to respect human differences based upon protected classes as defined by state, federal and local laws, or any other condition that distinguishes people from one another.

PHYSICAL REQUIREMENTS

  • Have an adequate range of body motion and mobility to work in an office or outdoor environment including standing and walking (even and uneven surfaces), alternating between standing and sitting for extended periods of time, bending, kneeling, twisting, reaching balancing and occasional carrying and lifting up to 25 pounds occasionally, and up to 10 pounds frequently.
  • Physically able to walk up and down stairs routinely.
  • Must be able to sit for prolonged periods of time in a vehicle (may be up to 100 miles driving distance).
  • Requires the ability to utilize computer and telephone systems, which includes the coordination of eye and hand and fine manipulation by the hands and fingers for typing, writing and working with files.

DESIRED QUALIFICATIONS

  • Knowledge of Microsoft Great Plains Dynamics software, related software applications/tools, and other Microsoft Office products.
  • Advanced knowledge of Microsoft Excel.
