JOB SUMMARY

The Health Care Facilitator will develop and administer a specialized health care-related service program for faculty, staff, annuitants, survivors, and their covered dependents for both Campus and Health. The incumbent will educate clients about the design of their university-sponsored health care plans, including strategies on utilization of plans; assist and counsel clients unable to access satisfactory levels of service when normal channels of assistance are unsuccessful; and will intervene on behalf of the client in resolution of the situation. The position serves in a critical and highly specialized role as a subject matter expert in health plans and Medicare matters. The incumbent provides feedback to systemwide colleagues regarding barriers to delivery of quality health care services and makes recommendations in consideration of future health plan contract negotiations. Conducts training sessions; develops educational web content, maintains a confidential record of issues and resolutions, and participates in the development of systemwide solutions. The incumbent is expected to exercise independent judgement and initiative, with minimal supervision required. The Lead Facilitator is primarily responsible for the direction and public face of the HCF Program, while assigning tasks to and providing training to other Facilitators.

QUALIFICATIONS

Required:

Minimum Education/Experience

  • 5 years’ experience working with health insurance plans in a troubleshooting and/or customer service capacity

Minimum Knowledge, Skills, and Abilities (KSA)

  • Advanced analytical and problem-resolution skills to conduct root cause analysis and develop creative, effective recommendations and solutions
  • Excellent communication skills; ability to present complex information in a clear and concise manner; experience developing and conducting presentations
  • Demonstrated ability to work successfully with a highly diverse population at all levels of the organization
  • Knowledge of state and federal laws, regulations, and programs related to health insurance, including but not limited to HIPAA, PPACA, and Medicare
  • Working knowledge of Microsoft Office applications; ability to collect, analyze, and report on data
  • Self-motivated with excellent organizational and time management skills; ability to handle multiple projects simultaneously, within specific deadlines and competing priorities

Preferred Education/Experience

  • Bachelor’s degree
  • Experience working for a health insurance company
  • Experience with UC benefits
  • Dispute resolution/mediation experience

  • Bilingual speaking English and Spanish
