Piedmont Virginia Community College (PVCC) is a nonresidential two-year institution of higher education that serves Central Virginia – principally residents of the City of Charlottesville and the counties of Albemarle, Buckingham, Fluvanna, Greene, Louisa and Nelson. Our scenic campus is located in Albemarle County, Virginia. We are one of 23 community colleges in Virginia that comprise the Virginia Community College System (VCCS).

The Associate Vice President of Human Resources/Chief Human Resources Officer is a key thought leader with a strategic mindset who serves as a trusted advisor and partner to lead human resources initiatives that support the overall mission and strategic direction of the college. The associate vice president is focused on continuous service improvement and operational excellence; and provides strategic leadership and vision for an institution committed to being an employer-of-choice.
The associate vice president leads the Office of Human Resources and provides strategic and day-to-day oversight for all core human resource functions. As a direct report to the president, the associate vice president contributes to the overall mission, vision, and strategic priorities of the institution related to talent acquisition and retention.

Primary Responsibilities:
  • Plans, leads, develops, coordinates, and implements policies, processes, training, and initiatives, to support the organization’s human resource and payroll compliance and strategy needs.
  • Oversees the administration of human resource programs including, but not limited to recruitment and retention; compensation and job classification; benefits and leave; employee relations; dispute resolution and investigations; performance and talent management; employee recognition; and training and development.
  • Oversees payroll and the administration of Human Resources information systems.
  • Develops and executes best practices for hiring and talent management.
  • Conducts research and analysis of organizational trends.
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews and modifies policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Champions the College’s commitment to Inclusion, Diversity, Equity and Accessibility.
  • Develops and implements departmental budget.
  • Works closely with the Virginia Community College System and the Virginia Department of Human Resources Management.
  • Facilitates professional development, training, and certification activities for HR staff.
  • Performs other duties as required.


Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.



KSA's/Required Qualifications
  • Bachelor’s degree in human resources, business management, or a related field.
  • At least three years of human resources management experience
  • Excellent verbal and written communication skills.

  • Excellent time management skills with a proven ability to meet deadlines.

  • Thorough knowledge of employment-related laws and regulations.
  • Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems.


Note, the minimum qualification for the position is a Bachelors degree. Based on VCCS guildelines, a Bachelors prepared candidate will be placed in a classified role. A Masters prepared candidate will be placed in a twelve-month, administrative faculty role.

Preferred Qualifications
  • Master’s degree in a related field.
  • At least five years of human resource management experience
  • SHRM-CP or SHRM-SCP highly preferred.
  • Working experience with PeopleSoft HRMS system or other HRMS system
  • Experience with the Virginia Department of Human Resources procedures and guidelines
  • Experience in higher education administration
