The Office of Equity and Human Rights (a division of the City Manager’s Office) is seeking an experienced and dynamic Assistant Director. The OEHR Assistant Director reports directly to the Director of the Office of Equity and Human Rights.

This role will share leadership in managing department operations, setting strategic direction, and developing and implementing key equity-related initiatives across city departments for the benefit of the community and organization in alignment with the City of Tacoma’s Anti-Racist Systems Transformation efforts and City Council Resolution 40622. The position will oversee staff, programs and initiatives that help achieve the goals in the City’s Equity and Empowerment policy framework. These goals include: a workforce that reflects the community it serves, purposeful community outreach and engagement, equitable service delivery and policy decisions and human rights. As a key member of the management team this position supports the department mission by leading teams to effectively manage resources and provide transparency to department resource management functions.

This role may be required to work nights, evenings, and weekends; or attend meetings at locations outside of the office.

Essential Duties:
  • In partnership with the Director, set the strategic direction, develop strategic goals, and objectives for the division. Implement goals and initiatives, measure results, and take corrective action when necessary.
  • Manage the day-to-day activities of the Office of Equity and Human Rights which includes leadership of key staff supporting programs and policies in the general government, Tacoma Public Utilities and Human Rights areas.
  • Plan and coordinate change efforts that advance equity and reduce inequities in policy, services and community engagement.
  • Administer the division budget, ensuring funding is allocated in alignment with the division's strategic goals and objectives, manage contracts and approve major expenditures.
  • Act as a liaison between OEHR, division managers, HR, and labor management.
  • Coach and mentor staff and provide regular and ongoing feedback on performance, including annual Employee Development and Performance Reviews.
  • Prepare and deliver presentations and correspondence on division issues to the City Manager, City Council, and internal and external organizations as required.
  • Lead and coordinate work to develop policies and programs, in collaboration with City of Tacoma departments that advance equity, including racial and gender equity.
  • Under the direction of the Director, lead efforts to determine the most effective change management and communication strategies to implement policies and embed equity in City policies.
  • Serve as the Acting Director as requested.
  • Foster and maintain relationships with external agencies, commissions, and organizations to coordinate efforts, resolve problems and exchange information.

QUALIFICATIONS:


Minimum Education*
Bachelor's degree in business or public administration, ethnic studies or directly related field

Minimum Experience*
10 years of experience in organizational change, and equity and diversity programs, including prior supervisory, managerial and/or subject-matter expert experience.

  • Equivalency: 1 year of experience = 1 year of education
