Job Description:


The Assistant Director is responsible for the overall program implementation and deliverables of the East Asia and Pacific (EAP) Fulbright Student and Scholar programs administered by IIE. The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government in partnership with binational Fulbright Commissions and U.S. embassies abroad. The Fulbright Program, established in 1946 under legislation introduced by then-Senator J. William Fulbright of Arkansas is designed to increase mutual understanding between the people of the United States and the people of other countries.

The Assistant Director works with the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA), which sponsors and oversees this prestigious, worldwide program, and provides awards for over 8,000 students, scholars, teachers and professionals per year from over 170 partner (foreign) countries. The EAP Assistant Director works closely with the East Asia and Pacific Branch of the Bureau of Educational and Cultural Affairs to oversee approximately 1,200 participants per year either coming from this region or going to this region on Fulbright grants with an annual program budget of approximately $19 million. The Assistant Director works in close coordination with ECA, binational Fulbright Commission partners, U.S. embassies abroad, and internal IIE units to develop and implement a comprehensive strategy to fulfill the programmatic vision and articulate the impact of all components of the EAP Fulbright Student and Scholar programs.

The EAP Assistant Director has ultimate accountability of the deliverables for the EAP Fulbright programs and serves as the overall regional project manager ensuring timeliness and quality in all deliverables for this region. The EAP Assistant Director oversees adherence to contract, regulatory requirements, budget, timeline, and submission of all regional programmatic reports. The EAP Assistant Director also ensures that regional program implementation is in line with the regional programmatic vision and expectations.


Essential Functions:

  • Communicates with ECA, binational Fulbright Commission partners, and U.S. embassies abroad on a day-to-day basis on the status of programs within regional portfolio.
  • Oversees the entire EAP Student and Scholar regional portfolio by providing direction and guidance to IIE team members assigned to the project, as well as external partners, to achieve country, regional and programmatic priorities, and policies.
  • Responsible for ensuring all reporting and deliverables are met for the region for the program sponsor.
  • Manages grant funds, including supplementary funds, cost-share and endowments and recommends financial allocations for assigned regional portfolio.
  • Develops and oversees additional agreements with Fulbright Commissions, U.S. Embassies and other funding entities.
  • Supervises, coaches, mentors and trains team members assigned to the portfolio.
  • Contributes to administrative process development and improvement.
  • Works with finance to establish budgets, monitor budgets, and conduct forecasting. Works with internal stakeholders, such as HR, Grants & Contracts, and other shared services in the implementation of the program.
  • Works closely with the Outreach and Recruitment team to collaborate on recruitment strategies and communicate with external stakeholders, such as Fulbright Commission partners.
  • Facilitates selection panels and collaborates with the Application and Selection team on application and review processing for the region.
  • Oversees advising duties of team members working directly with U.S. Students, U.S Scholars and Visiting Scholars, which includes J-1 visa compliance monitoring and emergency management.
  • Leads development of new programs and initiatives within the EAP region for the Program.


The Institute of International Education (“IIE”) has a hybrid work environment that allows team members a combination of in-office work and telework at any of the locations listed above.



Education and Work Experience:

  • Requires a Bachelor's degree and at least 5 years of relevant experience, or an equivalent combination of education and experience.


Knowledge, Skills and Abilities:

  • Master’s degree preferred.
  • 5-7 years of directly related experience preferred.
  • Education and work experience related to international, cultural, or educational exchanges, and/or other types of international study programming required.
  • Must have experience in scholarship or grant management.
  • Must have strong program and people management skills.
  • Must have an understanding of higher education in the U.S. and abroad, including knowledge of the cultural nuances and general expertise of the EAP region.
  • Must have demonstrated budget management and supervisory skills.
  • Must have an understanding of U.S. Department of State programs and goals of exchange programs, as well as knowledge of U.S. foreign policy pertaining to the EAP region.
  • Must have studied or lived abroad or possess a combination of other relevant international experience.
  • Must have excellent written and verbal communication skills.
  • Must thrive in a dynamic, fast-paced and challenging program environment.
  • Must demonstrate an ability to interact with a diverse range of exchange participants in a culturally sensitive manner.

Salary Range: $71,394 - $94,947. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
