POSITION: Assistant Chief Assessor

Regular Full-Time

DEPARTMENT: Assessment Office

LOCATION: Greene County Office Building

SALARY: Management Pay Grade 7

(37,005.34 to $40,087.89 per year)

HOURS: 8:30 am to 4:30 pm

Monday – Friday 1-Hour unpaid lunch

35 Hours Per Week

OVERALL OBJECTIVE OF THE JOB:

Assists with providing general management and administration for planning, organizing, coordinating, and overseeing the functions, operations, and programs of the County Assessment Office. Assists with Appraising, planning, organizing, and supervising the work of Assessment staff; plan, organizes, development, coordination, and management of Department programs, functions, and services; development of Assessment Office policies and procedures; handles taxpayer concerns and issues; performs long term program planning and evaluation; and performs related work as required.

ESSENTIAL FUNCTIONS:

1. Must be able to learn all aspects of Chief Assessor position to act in their absence.

2. Appraise real property for Ad Valorem Taxation.

3. Assessor's Office databases, computer systems, and software.

4. Judicial and administrative interpretations of real and personal property assessment law, rules, and regulations.

5. Understand and implement countywide personnel policies.

6. Complete and execute Clean & Green applications, calculate rollback taxes.

7. Execute Homestead/Farmstead applications, mail decision letters accordingly.

8. Provide consultation and direction for other management and supervisory staff in the development and maintenance of standards and uniform procedures for the appraisal of real property.

9. Provide support and direction for Assessment Office staff in resolving problems.

10. Meet with other County Departments to coordinate activities, solve problems, and discuss issues and concerns.

11. Ensure staff compliance with training and certification requirements.

12. Provide supervision, direction, and work evaluations for other management and supervisory staff.

Provides accurate information to the public and other departments on numerous activities including assessment information, ownership information, appeal process, assessment procedures.

Maintains files and archives of Assessment Office business.

Receives telephone calls and visitors to the office.

Compile and complete State and Local Reports.

Maintains the records of the assessment office including property record cards, correspondence, reports and other items essential to the operation of the office.

Prepares monthly reports.

19. Read and understand deeds, leases, articles of agreement and other instruments filed in the Recorder’s Office

20. Process the data onto the VISION CAMA system

21. Maintain and update information in the tax roll books

22. Maintain and update information on the Property Record Card

OTHER DUTIES OF THE JOB:

Utilizes computer, telephone and other office equipment as needed to perform essential job functions.

Maintains confidentially of office affairs.

Attends meetings as required.

Performs other related duties as required.

SUPERVISION GIVEN:

1. Evaluate staff performance and maintain discipline and morale.

2. Assist Chief Assessor with providing general management and administrative support for planning, organizing, coordinating, and overseeing the functions, operations, and programs of the County Assessment Office.

3. Assists with providing comprehensive advice and consultation for other County Assessor's Office staff in resolving problems.

4. Organize and direct records maintenance and reporting functions.

QUALIFICATIONS:

A. Have a high school diploma or its equivalent, and 2 years of assessing experience, preferred.

B. Be 18 years of age or older.

C. Be a resident of this Commonwealth for at least 6 months.

D. Have successfully completed a minimum of 90 classroom hours of courses of study in subjects covering the appraisal assessing profession.

E. Have successfully completed a comprehensive examination covering all phases of the appraisal process and the assessment function, preferred.

CONTINUING EDUCATION:

a. A certified Pennsylvania evaluator must complete 28 hours of continuing education, biennial.

b. Including at least 4 hours of USPAP

c. And at least 2 hours of Act 28.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

1. Assessor's Office databases, computer systems, and software.

2. Judicial and administrative interpretations of real and personal property assessment law, rules, and regulations.

3. Countywide personnel policies.

4. Principles and practices of management and supervision.

5. Methods and techniques used in the establishment, maintenance, and updating of database information systems.

6. Thorough knowledge of real property appraisal methods, procedures, principles, and terminology.

7. Considerable knowledge of the legal structure of business organizations and accounting and auditing practices.

8. Factors which affect values of various types of real and personal property.

9. The effect of economic trends on real and personal property values.

10. Laws and regulations affecting the appraisal of real or personal property for taxation purposes.

Must be able to speak and understand the English language in an understandable

manner in order to carry out essential job duties.

Must possess effective communication and interpersonal skills.

Must possess ability to function independently, have flexibility and the ability to work effectively with co-workers and the general public.

Must possess thorough knowledge of word processing skills, Excel and modern office practices, procedures and equipment.

Must possess thorough knowledge of business English, spelling and arithmetic.

Must possess the knowledge and ability to do research in the Assessment Office and Courthouse Offices.

Must possess the ability to exercise independent judgment on disposition of office problems and the ability to exhibit individual initiative in carrying out assigned projects.

Must possess the ability to compose a variety of letters, memoranda and reports.

Must possess the ability to maintain a variety of records and prepare completed and accurate reports.

WORKING CONDITIONS:

Works indoors in adequate work space, temperatures, ventilation and lighting

Works with average indoor exposure to noise, stress and disruptions

Normal indoor exposure to dust/dirt

PHYSICAL AND MENTAL CONDITIONS:

Must possess ability to record, convey and present information, explain procedures and follow instructions.

Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting and reaching necessary to carry out duties of the job.

Must be able to pay close attention to details and concentrate on work.

Must have exceptional people skills, friendly personality and work well with the public and co-workers

Must be a self-starter
