PURPOSE OF POSITION

:

Support Campus Services leadership by listing, investigating, researching and determining life cycle cost of the College's assets and maintaining the asset management database. Using these findings, create reports for the annual budget, along with grant and bond opportunities. Develop deferred maintenance schedules, digital preventive maintenance program and utility maps.

Oversee project planning, design, and implementation for capital building, improvements and renovation projects that may impact or involve multiple departs and/or divisions. Communicate with project originators and stakeholders, conduct project related research and analysis, provide cost estimates, develop and track budgets and schedules, coordinate contracted services, and develop reports for various campus projects and studies. Provide leadership and representation of the Campus Services Division on various committees and councils. Lead the College's Furniture Standards program and may chair the Food Service and Signage Committees.

ESSENTIAL JOB FUNCTIONS

:

  • Asset Management (50%)
    • Coordinate and maintain a multi-year capital planning process for more than 750,000 square feet of building space and 200 acres across three campuses.
    • Accurately inventory, update, assess and determine life cycle cost and replace costs of the College's assets including but not limited to: roofs, mechanical, electrical, plumbing, fixtures, paint, carpet, doors and door hardware, parking lots, roads, sidewalks, etc.
    • Input asset details into the College's asset management software.
    • Research, create, and prepare findings to present to leadership regarding strategies for capital planning and asset management.
    • Work with maintenance and engineering staff to review and update asset inventory.
    • Read blueprints and specifications to gain information for input into the asset inventory.
    • Develop, coordinate, maintain and oversee database software relating to preventative maintenance programs and asset management system.
    • Using the asset data, develop life cycle cost analysis, short- and long-term capital plans, budget requests, bond and grant supporting reports and documents.
    • Develop and implement quality standards and evaluation methods to ensure maximum efficiency, effectiveness and sustainability of operations
    • Prioritize energy savings and explore green energy options when evaluating equipment replacement alternatives

  • Mapping (30%)
    • Using existing construction plans and field locates, digitally map all utilities (power, phone, water, sewer, storm and landscape irrigation and controllers).
    • Update and maintain the accuracy of the College's utility mapping program.
    • Analyze and extract data maps, databases, spreadsheets from preliminary plans, construction plans, and digital files.
    • Update and maintain Operations and Maintenance documents and College drawings and schematics.
    • Provide mapping information to the maintenance, grounds, plant engineering staff and contractors.
    • Produce reports and maps for College operations.

  • Project Management (10%)
    • Develop and implement schedules, budgets, goals and priorities for small to large complex projects
    • Oversee contractors, sub-contractors, consultants, design professionals.
    • Through the course of project planning, identify roles and responsibilities for internal and external partners.
    • Identify and meet the needs of College and partner stakeholder groups as related to projects.
    • Solicit bids and pricing proposals from contractors, negotiate pricing and delivery/installation schedules.

  • Facilitate Stakeholder Engagement (5%)
    • Organize, facilitate and participate in meetings of stakeholder groups chairing or representing the College/Campus Services
    • Identify and invite necessary representatives, professionals and decision-makers to various meetings/events.
    • Organize and facilitate agenda topics and discussions to build consensus, define project groups. Lead discussion regarding project feasibility and negotiate final project scope and cost.
    • Assist Campus Service management in aligning projects with divisional and institutional strategic objectives.
    • Manage documentation and distribution of meeting materials.
    • Represent the College/Division's goals, objectives and internal processes.
    • Work with internal staff and external vendors, determine furniture needs, discuss best options (including surplus furniture options), coordinate purchase, delivery and setup
    • Develop, update and implement the College's furniture and signage standards. Approve/coordinate the design, manufacture and installation of campus' permanent signage.

  • Project Leadership (5%)
    • Provide ad hoc direction and leadership for the development, integration and coordination of new systems, processes and programs.
    • Develop survey content related to division goals.
    • Lead and facilitate process improvement and training activities.

GENERAL JOB FUNCTIONS:
  • Establish and maintain effective working relationships with students, staff, other agencies, and the general public.
  • Perform other duties as assigned within the scope of the classification.
  • Participate in college committees when requested.
  • Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
  • Maintain work areas in a clean and orderly manner.
  • Maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Educational Rights and Privacy Act (FERPA).

REQUIRED QUALIFICATIONS

:

Bachelor's degree and at least two years of directly related experience or three years of indirectly related experience. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.

Knowledge and experience related to asset management including inventory, assessment, life cycle evaluation, equipment replacement cost, data entry and evaluation and report writing.

Knowledge and experience of mapping facilities and utilities using Autocars, ArcGIS or other software and supporting database. Knowledge of project planning and master scheduling to management and implement tasks and goals with established timeframes and budgets. Knowledge of construction materials and contracts, permitting, inspection, project scheduling, and costs. Knowledge of field safety procedures and practices.

SPECIAL REQUIREMENTS OR LICENSES

:

Driver's license valid in the State of Oregon. First Aid/CPR certification within 1 year of employment.

PREFERRED QUALIFICATIONS:

Project Management Profession certification.

Project Management in a higher education environment.

WORKING CONDITIONS

:

The position requires limited (0-20%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Occasional (21-50% of the time) use of office equipment.

The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

The work environment is protected with only some occasional hazards or obstacles (20-40%). There is a moderately low level of personal risk or hazard. Job conditions are occasionally uncomfortable, with moderate (20-40%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have some responsibility for driving.

SUPERVISORY RESPONSIBILITIES

:

Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel, and may assign work to student workers.
