POSITION: Animal Control Officer / Supervisor LOCATION: Police Department

HOURS: Monday-Friday, 9/80 Schedule SALARY: Animal Control Officer $17.28 - $22.05

Animal Control Supervisor $22.03 - $28.12

PURPOSE/OBJECTIVE OF JOB: To enforce City ordinances and state laws regarding stray, dangerous and nuisance domestic and wild animals, and investigative complaints.

LEVEL OF SUPERVISION REQUIRED: Limited

SUPERVISORY RESPONSIBLITIES: Part time Animal Control Officer, volunteers in Animal Control Shelter; and Work Release/Community Service workers.

ESSENTIAL DUTIES AND RESPOSIBILITIES:

(NOTE: All duties are considered essential because there are limited persons in this position)

1) Investigate animal cruelty and neglect charges, complaints regarding nuisance, stray, uncontrolled, dangerous, wild, or diseased animals.

2) Investigate animal bites and arrange for appropriate identification and quarantine.

3) Observe areas of alleged violations and interview available witnesses to determine if laws are being violated.

4) Inform public of laws, codes, ordinances, and penalties relating to care and control of animals.

5) Make arrests of violators, issue citations for violation of leash law, licensing, vaccination, noise and other regulations, or request police to arrest violators (where applicable).

6) Prepare reports for criminal complaints and filing with the District Attorney’s office and/or court.

7) Testify in court regarding citations and disposition of complaints.

8) Aid animals in distress by feeding starving animals and transport them for impounding.

9) Remove dead animals from public and private properties.

10) Remove animals from inhumane conditions and transport them to shelter for treatment and care.

11) Pick up and transport stray animals to shelter for treatment and care.

12) Feed animals and clean and maintain kennel.

13) Tranquilize and euthanize animals.

14) Operate humane traps, mobile radios, and related animal control tools and equipment.

15) Provide information to the public on care and treatment of animals.

16) Answer emergency calls.

17) Maintain accurate records and prepare daily reports.

MARGINAL JOB DUTIES AND RESPONSIBILITIES:

1. Answer telephones, provide routine information, and route calls to appropriate persons.

2. Other duties as assigned.

MARGINAL POSITION REQUIREMENTS:

1. Possession of appropriate California Operator’s License.

2. Possession of or ability to obtain required certificates for use of tranquilizers and performance of euthanasia.

3. One year experience in care and handling of animals, preferably in animal control, supplemented by courses and/or training in animal diseases and injury.

4. Possession or ability to obtain 832 P.C. (Powers of Arrest) with Firearms qualification.

5. Must be able to pass a background investigation and physical/medical exam.

MINIMUM QUALIFICATIONS:

1. Knowledge of basic species and breed identification of a variety of domestic and common wild animals.

2. Knowledge of symptoms and behavior associated with rabies and other common diseases of animals.

3. Knowledge of behavior and handling of common domestic or wild animals.

4. Knowledge of methods and equipment used in the care and control of animals.

5. Knowledge of state and local laws and ordinances pertaining to the proper care and control of animals.

6. Knowledge of safe working practices.

7. Knowledge of basic record keeping principles and practices.

8. Ability to handle, capture and control animals humanely and effectively when confronted with emergency, critical, unusual, or dangerous and stressful situations which require sustained attention.

9. Ability to assess animal behavior and make effective decisions regarding handling, capturing, or destroying an animal.

10. Ability to identify symptoms and behaviors associated with rabies and other common domestic animal diseases.

11. Ability to read maps and follow directions.

12. Ability to deal tactfully and effectively with the public.

13. Ability to work shifts or alternative schedules and 24-hour call.

14. Ability to maintain Firearms qualification.

ESSENTIAL PHYSICAL REQUIREMENTS:

Strength: Moderate to heavy.

Ability to: Stand, walk, stoop/bend, lift, push/pull, reach, turn, climb, crouch/crawl, kneel, run, kick, move from one location to another.

Speak clearly and correctly, sit, hear, handle, climb.

Visual acuity (near-under 20 inches, far-over 20 feet), ability to adjust focus.

MARGINAL PHYSICAL REQUIREMENTS:

Ability to stand, walk, kneel, crouch, stoop.

ENVIRONMENTAL CONDITIONS TO WHICH EXPOSED:

Noise Intensity level: Moderate to high.

Temperature/weather: Exposure to all types of weather conditions, from extreme heat to extreme cold. May be exposed to violent acts of nature, such as heavy rain and flooding, snow, blowing sand, high wind, wind chill.

Hazards: Exposure to animal wastes, animal bites, and various cleaning and disinfecting chemicals. Exposure to tranquilizers and euthanasia chemicals.
