Full Job Description

To enforce City and State laws, ordinances and regulations pertaining to animal control; to patrol assigned areas and respond to public animal control complaints; and to provide information and assistance to the public.

Essential Functions:

  • Enforce all federal, state and local ordinances pertaining to animal and rabies control; rid the city of stray and unlicensed animal; pick up dead animals; help to provide and maintain a safe environment for the citizens.
  • Provide a clean and sanitary kennel in which impounded animals are housed; answer all calls for services and complaints.
  • Patrol the city to pick up strays and unlicensed animals; patrol the city to encourage citizens to maintain pet control; assist in locating lost pets; assist citizens with injured animals.
  • Wash, clean and sanitize service vehicles as needed.
  • Ensure kennel are cleaned and sanitized twice daily; ensure the kennel is steam cleaned every two weeks; wash and sanitize animal food dishes and water bowls daily; feed and water animals daily.
  • Maintain grounds around the kennel including picking up trash and other debris.
  • Maintain preventive maintenance at the kennel as needed; purchase and order supplies.
  • House animals until they are released to owners, adopted or disposed of in accordance with state law, including humane I.V. euthanasia, if necessary to maintain capacity of care at the facility.
  • We are a low-kill facility and strive to never euthanize an animal simply due to space; however, we also believe strongly in our responsibility to maintain quality capacity for care. There will be instances when it is necessary, as a last resort, to humanely euthanize an animal and it is a critical requirement for this position.
  • Recommend and implement revised procedures regarding animal control issues as needed.
  • Respond to public inquiries in a courteous manner in person and on the telephone; provide information relative to animal control; resolve complaints in an efficient and timely manner.
  • Oversee animal adoption events and conduct some public speaking on the subject of animal control.
  • Oversee the animal foster program, as appropriate and deemed necessary.
  • Conduct daily computer entry into the ShelterPro animal shelter program.
  • Collect monies and prepare paperwork, as required in daily duties.

Qualifications:

Knowledge of -

  • Operations, services and activities of an animal control program.
  • Methods and techniques of animal control.
  • Pertinent Federal, State and Local laws, codes and regulations.
  • Principles and practices of animal behavior and animal care.
  • Methods and techniques of animal handling, collection, impoundment, quarantine and disposal.
  • Methods and techniques of animal first aid.
  • basic principles and procedures of record keeping.
  • Geographical features street locations and names.
  • English usage, spelling, grammar and punctuation.
  • City ordinances and pertinent laws concerning animal control.

Ability to -

  • Capture and handle domestic and non-domestic animals.
  • Enforce State, City and Local animal control laws and codes.
  • Check animals for rabies and other diseases.
  • Identify diseases in impounded animals.
  • Operate a restraint pole and tranquilizer gun.
  • Prepare clean and concise reports and maintain accurate records.
  • Computer entry.
  • Operate a two-way radio.
  • Perform I.V. euthanasia, in accordance with state law.
  • Humanely trap and transport animals.
  • Respond to requests and inquiries from the general public.
  • Work independently in the absence of supervision.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines:

  • One year of animal control experience.
  • Equivalent to the completion of the twelfth grade plus additional training in animal control related activities.

License or Certification:

  • Possession of, or ability to obtain, a valid Texas driver's license.
  • Possession of, or ability to obtain, an appropriate certification as an animal control officer in the State of Texas, within first year of employment.

Environmental Conditions -

  • Work indoors and outdoors; field and animal shelter environment; exposure to inclement weather and temperature extremes; work in and around water; work on slippery and uneven surfaces; work with toxic chemicals; work with animals of various disposition and temperament; work around foul odors and sometimes difficult conditions; work around noise; work around machinery and vehicles; work closely with others and work alone; work with potential hostile people.

Physical Conditions -

  • Essential and other important duties require maintaining physical condition necessary for moderate and heavy lifting; pulling, pushing, climbing, walking, running and bending; the use of fingers, both hands and both arms; the use of both legs; ability to discharge a tranquilizer gun or firearm; sitting for prolonged periods of time; the ability to operate assigned equipment and vehicles; adequate speech, hearing and visual acuity required; carry, push, pull, drag or hold moderate to heavy weight objects.
