Eagle Health is seeking an Angola COVID-19 Coordinator (Technical Advisor) to join our team in support of the US Agency for International Development (USAID).

Under this task order, the Contractor will provide support services to contribute to the mission of the U.S. Agency for International Development (USAID). The primary objective of the task order is to provide support and deliverables through the performance of a COVID-19 Coordinator to USAID’s Angola’s Mission.

Responsibilities:

  • The COVID-19 Coordinator will support implementation of the COVID-19 vaccine uptake strategy for Angola including developing a USG engagement strategy with the GoA, other Ambassadors, and donors. They will lead the Mission's COVID-19-related support at the national level and in target districts to help with coordination and management as it relates to vaccine coverage and roll-out.

The consultant will provide coordination and oversight of USAID’s investments in the National COVID -19 response in Angola including: 1) coordinating with United States Government (USG) agencies, implementing partners, host country government and other development partners supporting the response; 2) engaging government leadership, at multiple levels, in coordination and communication around the national COVID-19 response; 3) strengthening public awareness and adherence to prevention measures; and 4) improving the availability of COVID-19 vaccines and other critical commodities for the national COVID-19 response.

The consultant will work with a wide array of USG and multilateral partners; the Presidential Task Force on COVID, Ministry of Health, and District Councils and other donor entities, international and non-governmental organizations, and implementing partners.

  • Support and provide oversight of all COVID-19 activities at USAID/Angola to ensure activities meet required milestones and MOH priorities
  • Review work plans of COVID-19 response mechanisms and ensure alignment with USAID/Angola guidance as well as MOH priorities.
  • Review regular reports of the mechanisms and provide necessary feedback to ensure efficient delivery of interventions in line with the activity objectives.
  • Identify any challenges that need attention from COVID funded activities as well as COVID-19 prevention and treatment programs, including vaccine rollout, and help address them or escalate them to relevant bodies.
  • Convene review meetings among implementing partners and other relevant stakeholders to
  • Document lessons learned and best practices and share among the various stakeholders.
  • Track the progress of the vaccine roll out at national and regional level per target and brand of the vaccine and share it with the mission.
  • Engage in national and regional TWGs and coordination platforms to provide necessary technical guidance and input to the overall COVID mitigation program.
  • Assist IPs in documentation of best practices, and in showcasing USAID’s COVID-19 support and success stories for wider communication.
  • Provide regular technical updates on the national COVID-19 pandemic and response efforts to the agency (from vaccination point of view) to help the agency follow a sound and robust COVID-19 approach.
  • Additional COVID-19 and immunization related assignment as requested by the agency’s COVID-19 TF.
  • Under the broader leadership of the USAID Angola Health Office, the COVID-19 Coordinator will support the Mission's COVID-19-related activities at the national level and in target districts to help with coordination and management as it relates to vaccine coverage and roll-out.

JOB REQUIREMENTS

Requirements:

  • Master’s degree or equivalent from an accredited college or university in a relevant field with at least six years of experience relevant to public health, global health and/or international development required.
  • Level IV English (fluent) is required.
  • A professional efficiency in Roman Language is required.
  • Portuguese preferred.
  • Ability to obtain and maintain a Public Trust clearance for Facility Access required
