GENERAL SUMMARY:

Under the general direction of the Manager, Operations - Airfield: plans, monitors, coordinates and manages assets of all airfield activities to ensure the safe and efficient operation of airfield areas and compliance with Federal Aviation Administration (FAA) and Airport Board rules and regulations. Directly supervises Assistant Airport Officers and Airport Operations Agents.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

• Provides supervision, continuous oversight and direction to the Airfield Operations team to enhance employee engagement and maintain compliance with federal regulations and DFW Board policies by performing tasks including but not limited to: scheduling personnel, assigning work, conducting and overseeing on-job-training (OJT), assessing performance through mid-year and annual reviews, setting expectations, and providing feedback to team members.
• Leads the Airfield Operations team in routine, special, continuous, and periodic inspections of the airfield as defined in the Airport Certification Manual to maintain compliance with 14 CFR Part 139, coordinates efforts with internal and external partners to repair or mitigate any discrepancies in a timely manner and supervises the initiation and dissemination of NOTAMs (Notices to Air Missions) in accordance with Part 139 and the FAA's Advisory Circulars.
• Initiates, manages, and oversees the Airfield Operations response to potential and real emergencies, operational concerns, safety concerns, and airfield incidents by dispatching team members and coordinating resources with other internal departments and external stakeholders in accordance with the Airport Certification Manual and Airport Emergency Plan.
• Supervises the scheduling and completion of Continuous Friction Measurement Equipment (CFME) tests in accordance with Part 139 and the FAA Advisory Circulars to evaluate surface conditions and monitor rubber contaminant build-up, disseminates results to internal partners to coordinate maintenance removal of contaminants, and ensures the issuance of NOTAMs, as appropriate.
• Manages airfield personnel response and coordinates with Energy, Transportation, and Asset Management (ETAM) department and the FAA during winter weather events, coordinates removal and cleanup efforts as defined in the FAA approved Snow & Ice Control plan, and keeps airport staff, senior leadership, and external partners appraised of existing field conditions and anticipated needs to maintain operational safety during a winter weather event.
• Supervises the enforcement of the Airport Driver Handbook on the AOA and oversees the issuance of NOVs (Notices of Violation) by personnel; Represents the Airfield Operations department in reviews for surface incidents and runway
• Ensures availability and distribution of equipment and supplies for the Airfield Operations team to perform daily duties.
• Manages, reviews, and audits daily required forms, payroll for the Airfield Operations team, and airfield self-inspection records in accordance with Part 139, the Airport Certification Manual, and policies and procedures.
• As the Airfield Operations Officer in the Integrated Operations Center: acts as the point of contact for airside activities and incidents; informs the IOC Bridge Managers of airside impacts, determines mitigations and resolution, and directs notification and response on the field; documents all incidents to prepare incident reports for distribution to senior
• As the Airfield Operations Officer in the Integrated Operations Center: monitors and approves cranes in accordance with 14 CFR Part 77 and FAA Form 7460; dispatches Airfield Operations personnel to escort contractors, tenants, and other stakeholders on the AMA; and acts as the primary monitor for the Runway Incursion Mitigation Warning System and drone detection software.
• As the Airfield Operations Liaison in the Integrated Operations Center: collects,approves, and coordinates requests for airside construction and maintenance activities with the FAA and airline partners, ensuring the least impact to the National Airspace System (NAS); prepares a Coordination Center report for distribution that informs internal and external stakeholders of approved airside activities.
• Provides immediate feedback to direct and indirect reports on daily performance by coaching and counseling individuals to modify behaviors; Investigates and documents violations of DFW Board policies, department rules, regulations, and/or procedures within Airfield Operations department.
• Manages compliance with policies, procedures, and protocol based on new or existing legislation, publications, reports, and memoranda and ensures the airfield operations team is informed and trained on changes as needed.
• Supervises and completes special assignments related to airfield management activities as deemed appropriate.

MINIMUM REQUIREMENTS:

• Completion of two (2) years college or equivalent.
• Five (5) years of experience in airfield operations at a FAR Part 139 certificated large hub airport; OR
• Three (3) years airfield operations experience and two (2) years in a communications center environment.
• Any equivalent combination of education and/or experience may be substituted for the above.
• Ability to pass a medical physical examination.
• Ability to pass an annual firearm safety course.
• Ability to pass a hunter safety course.
• Ability to pass NIMS/ICS required courses (100, 200, 700, 800 and future courses that are identified as required)
• Possession of a valid Class C driver's license.
• Ability to obtain Department of Homeland Security Customs and Border Protection (CBP) security access clearance within thirty (30) days from date of employment and maintain qualification for CBP security access clearance upon each CBP security access renewal.
• This is a designated safety sensitive position as defined in DFW Airport's Drug and Alcohol Administrative Policy and Procedure. Applicants selected for this position will be required to pass a drug test prior to employment and to submit to drug screening on a random basis during the length of their employment in the safety sensitive position.
• Ability to obtain Criminal Justice Information System (CJIS} certification for work on the shared floor of the DFW Integrated Operations Center.
