YOUR DUTIES AT A GLANCE:
The purpose of this position is to provide protective services to vulnerable adults who are over the age of 65 or disabled in community and facility settings. This position receives referrals, determines the need for, and investigates allegation of adult abuse or neglect. Situations may involve physical abuse, neglect and abandonment, sexual abuse, psychological and verbal abuse, financial exploitation and self-neglect. Worker will assure ODHS services are provided in a coordinated manner.
Major duties include:
  • Investigate complaints of abuse or neglect. Plan the scope and direction of the investigation. Interview the alleged victims, alleged perpetrators, and witnesses. Review documents and records such as medical or financial records. Collect and analyze physical and documentary evidence. Write investigative reports that include summary of evidence and witness statements, conclusions, and recommended action in accordance with ODHS rules and policies. Input information into various databases and electronic systems. Maintain client confidentiality.
  • Visit individuals in their homes and facility settings to monitor living and safety conditions. Develop intervention plans to address the individual’s needs; arrange for services to stabilize the individual’s situation; monitor and adjust intervention plans; refer to community organizations for follow-up or other case managers for on-going case supervision. Work with Community partners to coordinate holistic plans for clients. Provide advocacy for the clients when appropriate. Monitor, reassess and arrange intervention until level of harm is reduced or in accordance with policy timeline.
WORKING CONDITIONS
Office environment with daily use of personal computer/laptop and associated local and network environments. Sometimes deals with challenging customers, and a variety of physical and sensory situations, i.e. people who smoke and wear fragrances. Employee may be required to use a state vehicle to conduct business; must have a valid driver’s license and acceptable driving record or be able to provide a suitable alternate method of transportation. This position requires the ability to work as part of a team and on multiple tasks simultaneously, sometimes within short time frames.
THIS IS WHAT YOU NEED TO QUALIFY/MINIMUM QUALIFICATIONS (MQ's):
  • A Bachelor's degree in the human, social, behavioral or criminal sciences AND two (2) years human service, law enforcement or investigative experience.
OR
  • An Associate Degree in the human, social, behavioral or criminal sciences AND four (4) years human service, law enforcement or investigative experience.
Three (3) years professional level experience related to the position may substitute for the bachelor's degree; 18 months for an Associate degree.
ESSENTIAL ATTRIBUTES (EA):
  • Experience testifying in court and/or administrative hearings
  • Experience interpreting and communicating decisions, laws, rules, policies and procedures into a written report that may be used to aid in prosecution of a crime or imposing penalties to a facility or caregiver
  • Technical knowledge and experience of investigative practices, which includes experience interviewing reported victims of abuse
  • Experience communicating with clients or members of the public who have hostile or difficult personalities

  • Under the Oregon Health Authority's health care rules, COVID-19 vaccinations are required for employees in specified job classifications for the Aging and People with Disabilities program. This includes Adult Protective Service Worker, Human Service Case Manager, Human services Assistant 2, Pre-admissions screening specialist, Client Care Surveyor, and Compliance Specialist 2 which is our Adult Foster Home Licensor. Employees will need to complete their COVID-19 vaccination series or have an approved exception to the requirement due to a medical condition or sincerely held religious belief. Successful candidates for this position must submit vaccination documentation or be approved for an exception prior to their first day of employment. Failure to provide proof of full documentation or receipt of an approved exception will lead to withdrawal of the job offer.
