Main Purpose of Job

The main function of this position is to lead, collaborate, advise, and expand regional efforts related to building community resiliency to climate change, conservation careers pathways, and community engagement within the Department of Natural Resources Chesapeake & Coastal Service Unit to meet Department priorities and commitments. Resiliency and access to green jobs are vital components of the myriad statewide and regional commitments for which the Unit and its divisions are responsible, including the Chesapeake Bay Watershed Agreement, Maryland Commission on Climate Change, Maryland Project Green Classrooms, the Maryland Office of Outdoor Recreation and others. Because these efforts overlap and connect in various ways, strong coordination and cross-disciplinary work is necessary to assuring that all audiences are effectively engaged and have a voice in the process. This position will work with the Greater Baltimore Wilderness Coalition to grow, support and manage a network of government, NGO, business and academic partners who are collaboratively operating and supporting green job hubs across central Maryland. It will draw connections, identify best practices, plan and coordinate activities to improve effectiveness and efficiency; communicate, train as needed, and lead staff in shaping their work to contribute to the collective efforts of developing career pathways, coordination and promotion of jobs in outdoor recreation and natural resource fields. The position will also support the work of regional climate resiliency by supporting the Greater Baltimore Wilderness Coalition in coalition work, community engagement, long-range planning and capacity building of local partners.

POSITION DUTIES

The Department of Natural Resources, Chesapeake and Coastal Service, Center for Education and Conservation Stewardship in Annapolis, is currently accepting applications for a Long-Term Contractual Administrative Officer III. The main function of this position is to lead, collaborate, advise, and expand regional efforts related to building community resiliency to climate change, conservation careers pathways, and community engagement within the Department of Natural Resources Chesapeake & Coastal Service Unit to meet Department priorities and commitments. This position will work with the Greater Baltimore Wilderness Coalition to grow, support and manage a network of government, NGO, business and academic partners who are collaboratively operating and supporting green job hubs across central Maryland. The position will draw connections, identify best practices, plan and coordinate activities to improve effectiveness and efficiency; communicate, train as needed, and lead staff in shaping their work to contribute to the collective efforts of developing career pathways, coordination and promotion of jobs in outdoor recreation and natural resource fields. The position will also support the work of regional climate resiliency by supporting the Greater Baltimore Wilderness Coalition in coalition work, community engagement, long-range planning and capacity building of local partners; collaborating with outside partners outside, and managing comprehensive educational and stewardship programs.

The position is housed within the Aquatic Resources Education Program (AREP), Center for Conservation Education & Stewardship in the Chesapeake and Coastal Service Unit. It requires working closely with staff from other divisions within the unit and throughout DNR, as well as with outside partners. This collaborative work is key to developing stewardship and education programs that are scientifically and technically sound, based on research and science, and support the goals of the Maryland Department of Natural Resources.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have a Bachelor’s Degree in one of the following fields of study:
  • Environmental education, environmental science, environmental studies/policy, ecology, coastal/marine ecology, sustainability, biology, sociology, psychology, education, public land management, outdoor recreation or other natural resources or related fields of study.
And knowledge and experience with:
  • Developing job training and education programs and teaching conservation job skills to youth and adults, or
  • Green job tracks that support outdoor recreation, environmental restoration, urban forestry, renewable energy, energy conservation and related fields.
  • Developing and delivering public engagement and stewardship materials to community members and educators, or
  • Collaborating with outside partners to manage coalition and collaborative efforts

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
