Main Purpose of Job

This Executive Management position will provide the overall management and leadership of investigations, the management review process, and investigative audits involving local and state government staff and operations. Additional responsibilities will include direction and oversight of the Supervisory Inspector General of Investigative Audits and the Supervisory Inspector General of Investigations, including day-to-day operations of the Complaint/Whistleblower Hotline. Establish and track the efficiency and effectiveness of investigations and investigative audits and evaluate operations and outcomes, including the quality and timeliness of cases. This position also assists the Inspector General in liaising with agency Inspectors General and other personnel. This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Provide executive leadership over the Office of Inspector General for Education supervisors and staff to accomplish the IG mission by determining the proper direction for the Office of Investigations and Office of Investigative Audits. Establish and track the efficiency and effectiveness of investigations and investigative audits and evaluate operations and outcomes, including the quality and timeliness of cases. Directs and manages investigative audit functions statewide to ensure compliance with the Association of Inspectors General, Principles and Standards for Offices of Inspectors General – Green Book. Oversee and manage complex and specialized criminal and civil investigations into allegations of corruption, fraud, waste, official misconduct, and inefficiencies involving local education agencies (LEAs), the Maryland State Department of Education (MSDE), Boards of Education (BOE), the Interagency Commission on School Construction (IAC), their employees and contractors, consultants, and vendors.

MINIMUM QUALIFICATIONS

Education : A bachelor's degree from an accredited college or university.

Experience : Five years of full-time experience in investigations, auditing, law enforcement, management analysis, education internal investigations, or a related field.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications: Preference will be given to applicants who possess one or more items below:

A master’s degree in business, government, public administration, or related field.

Significant relevant experience in Mission Support functions, including Human Capital, Budget/Finance, Contracting/Procurement, and Information Technology

Association of Fraud Examiners (CFE) certification.

Association of Inspectors General certification as an Inspector General (CIG) or Investigator (CIGI).

Understanding of Code of Maryland Regulations (COMAR), Education Articles, and the Family Education Rights and Privacy Act (FERPA) governing education law.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Knowledge of State/federal laws, regulations, policies, and issues affecting fraud, waste, and abuse; knowledge and ability to conduct confidential internal reviews, investigations, and evaluations of administrative, fiscal, legal, and city government internal policies, systems, and procedures involving matters of conflict of interest, mismanagement, embezzlement, contract fraud, child abuse, and related incidences, as well as Whistleblower Investigations; skill in analyzing/interpreting data for program improvement ability to manage multiple tasks; ability to interpret/apply pertinent laws/regulations; ability to establish & maintain working relationships; ability to communicate clearly, through the presentation of concise yet comprehensive training, analyses and reports.

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
