Department of Public Works:


The main role of this position is to provide assistance to the public either in person, through correspondence, or via phone calls. An employee in this position also performs a variety of clerical duties related to or for Administration including department heads within the Public Works area (Parks/Recreation/Cemetery (PRC) Director, Building Inspector/Zoning Administrator, Land Surveyor/Project Manager, and the Communications & Technology Supervisor).

  • Position starting pay is $20.03 per hour. Hourly rate increase of .50 every six (6) months for the first (1) year of employment. Health, life, and dental insurance. Position is Wisconsin Retirement applicable. Vacation, personal days, sick leave, and holiday pay available.

Essential Duties & Responsibilities


  • Maintains prompt, predictable, and regular physical attendance during assigned working hours.
  • Maintains the ability to lawfully operate designated motor vehicles at all times during assigned working hours.
  • Maintains the ability to travel throughout and enter all different properties in the jurisdiction.
  • Provides truthful and accurate written and verbal communications.
  • Maintains strict confidentiality in accordance with Wisconsin State Statutes, City policies, and the Public Service Commission, including but not limited to, interaction with the public and any other information heard, handled, or obtained within the scope of the position.
  • Maintains and actively promotes effective working relationships with coworkers and management.
  • Greets the public in a courteous and friendly manner on the phone and in person while answering questions.
  • Responds to inquiries from employees, citizens, and others and refers, when necessary, to appropriate persons or department.
  • Serves as a notary public.
  • Compiles data for various reports.
  • Works independently to complete all tasks assigned.
Public Contact/Communication
  • Process and assess any request/complaint received from the public and forward the information to the appropriate person and/or assist in the resolution process as capable.
  • Distribute information regarding area activities and community events to visitors.
  • Communicate official plans, policies, and procedures to the staff and public as directed.
  • Regularly update social media for the PRC and other departments as requested.
  • Assist the public on a daily basis with questions, reservations/registrations, and transactions for the Public Works area departments.
  • Assist the PRC Director with implementing the summer programming including preparation of activities.
  • Update the departments along with the Director when receiving complaints regarding sidewalks including documentation as needed.
  • Receipt and collect cash for reservations and registrations.
Data Entry/Records Retention
  • Perform clerical work including data processing, filing, writing letters, using the electronic storage program, and light bookkeeping for Administration staff and the department heads within the Public Works area.
  • Assist in receiving applications and issuance of permits as directed.
  • Assist in documenting ordinance violations and notifications as assigned.
  • Type and edit a variety of correspondence, reports, memoranda, and other material requiring accuracy and completeness with special attention given to grammar and punctuation.
  • Inputs data into standard office and departmental forms; codes accounts payable invoices as approved by department head; compiles data for reports; scans information into software.
  • Assist with maintenance of cemetery records.
Safety
  • Maintain all city safety policies and records in accordance with State requirements in an organized format and centralized location.
  • Coordinate and oversee the implementation of the employee safety program under the guidance of CVMIC and the individual department supervisors.
  • Develop and update safety policies as necessary. Train staff on new policies and procedures as established.
  • Maintain individual employee training records and schedule specific training as necessary either on-line through CVMIC or by working with CVMIC representative(s) directly.
  • Inform employees when training must be completed on-line through CVMIC as necessary.
  • Coordinate and maintain MSDS Online software (or similar software) to keep Materials Safety Data Sheet information current.
  • Coordinate with CVMIC for the distribution of educational materials and facility inspection reports. Communicate CVMIC(s) recommendations for corrections or additional precautions to necessary department heads and the DOAS to ensure compliance to established regulations.
  • Meet with new employees to review all safety policies. Meet with the seasonal staff annually to review safety policies and procedures.
  • Assist the DOAS in the event of an inspection by the Wisconsin Department of Safety and Professional Services. Responsible for assisting the DOAS or departments in correcting any noncompliance areas or corrective recommendations in a timely manner.
  • Participate in accident investigations where City facilities or assets are involved as requested.

Qualifications

Department of Public Works:


  • Graduation from high school or GED equivalent with additional technical school or college credits preferred; and
  • Knowledge of and demonstrated skills in general office practices such as typing and filing; and
  • Two years of increasingly responsible related experience; or
  • Any equivalent combination of related education and experience

Job Knowledge, Skills and Abilities

Department of Public Works:


  • Proficient knowledge of Windows based system with an emphasis in Word and Excel; Access (database) knowledge or the ability to learn is required. Use of or the ability to learn to use PowerPoint and Publisher preferred.
  • Ability to navigate web applications, and have an understanding of other emergent technologies and peripherals or a willingness to learn.
  • Maintain familiarity with a variety of concepts, practices, and procedures in the field of safety and the municipal organization including OSHA and the Department of Safety and Professional Service municipal departmental safety regulations and administration requirements.
  • Ability and willingness to learn new software.
  • Ability to obtain and maintain Notary Public Commission status.
  • Ability to effectively meet and deal with the public in a courteous manner utilizing diplomacy and tact.
  • Ability to communicate effectively and function calmly with staff and the public.
  • Ability to work with frequent interruptions.
  • Ability to maintain accurate, complete records and prepare clear and detailed reports in a timely manner.
  • Maintain strict confidentiality at all times.
  • Some knowledge of local ordinances; and departmental rules and regulations.
  • Ability to organize and prioritize effectively and independently to complete tasks as assigned.
  • Ability to be a self-starter by initiating and completing projects and programs after discussion with the appropriate department head
  • Ability to communicate effectively both verbally and in writing.
  • Working knowledge of or the ability to learn to use Springbrook permit and financial modules, MSDS Online, Rec1 Recreation software, Adobe Acrobat, Laserfiche, and any other software introduced into the position.
  • Skill in operation of listed tools, equipment, and software.
