2023 starting salary: $24.73 - $26.37 per hour, depending on qualifications and experience.
Full salary range: $24.73 - $31.95

General Definition of Work

Performs work providing accounting and financial services for county programs including processing of accounts receivable and accounts payable, payroll, financial reporting, reconciliation and grant analysis, and related work as apparent or assigned.

Work is performed under the supervision of the Finance Director.

Assists Finance Director in the oversight of designated staff.

Essential Functions

  • Provides general work direction and training to staff in consultation with the Finance Director and resolves intermediate level concerns related to the County’s accounting function.
  • Coordinates daily activities of the County’s accounting system including disbursements, receipts, and journal entries.
  • Oversees accounts payable process including vendor maintenance and 1099 reporting.
  • Prepares financial reports for County departments as well as federal, state, and local agencies.
  • Reconciles general ledger, tax collections, fees, and other county accounts.
  • Assists in preparation of tax settlements for schools, cities, townships, and special taxing districts.
  • Maintains records in the County’s capital asset system.
  • Monitors county disbursements for compliance with County policy and state or federal regulations.
  • Assists with the payroll process and occasionally performs the entire process.
  • Assists with the maintenance of payroll records.
  • Reconciles invoices for employee insurance and other benefits.
  • Handles large sums of money for receipt and disbursement.

Minimum Qualifications

Bachelor's degree in accounting, finance, or related field or equivalent combination of education and experience.


Required Knowledge, Skills, and Abilities

  • Knowledge of generally accepted accounting principles and accounting procedures.
  • Knowledge of governmental accounting and financial reporting standards.
  • Knowledge of grant accounting and reporting requirements
  • Knowledge of computer applications including spreadsheet, word processing, payroll, and accounting software programs.
  • Knowledge of federal, state, and local laws, rules, regulations, and guidelines related to assigned work.
  • Knowledge of county policies and ability to apply them to assigned work.
  • Knowledge of data privacy practices and ability to maintain confidential documents and information.
  • Ability to perform the routines of payroll under minimal supervision and direction.
  • Ability to analyze workflow problems and coordinate efforts to meet necessary deadlines.
  • Ability to collect and organize data and convert to written reports.
  • Ability to organize work and adhere to administrative or statutory deadlines.
  • Ability to analyze data for inquiries and reporting purposes.
  • Ability to complete assigned work with accuracy and strong attention to detail.
  • Ability to understand, follow, and communicate written and oral instructions.
  • Ability to work without close supervision.
  • Ability to establish and maintain effective working relationships with co-workers, county officials and department heads, employees, County vendors, external auditors, other governmental employees, and the public.

Physical Requirements and Activity

This work requires the frequent exertion of 10 pounds of force and the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting.

Sensory Requirements

Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.

Work requires preparing and analyzing written or computer data and observing general surroundings and activities.

Environmental Conditions

Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
